Lack of teachers, high class size
According to the Department of Education and Training of Tay Ninh, in the 2025-2026 school year, the whole province will have 1,024 educational institutions from kindergarten to high school (965 public schools, 60 non-public schools), with more than 573,000 students. Of which, primary school has over 224,000 students, middle school has 170,000 students and high school has nearly 78,000 students.
The scale of schools is expanding, the number of students is increasing rapidly, while the number of newly recruited teachers is not enough, forcing many units to arrange staff to ensure teaching. The whole province is currently lacking 2,481 teachers (528 preschool teachers, 735 primary school teachers, 917 secondary school teachers and 301 high school teachers) along with 349 school staff.
Ben Luc Commune is one of the areas with rapid urbanization, concentrated in many industrial zones and clusters. The rapid increase in the number of students has put pressure on schools and the demand for teachers is always high. At Nguyen Trung Truc Secondary School, last school year there were 1,714 students, now it has increased to 1,823 students with 42 classes. However, the school is still short of 14 teachers compared to the assigned staff.
Principal of Nguyen Trung Truc Secondary School Dang Thi Thuy Hoa said: “The school has temporarily contracted with teachers from many sources to ensure the teaching program. Despite the difficulties, the collective strives to maintain the title of Advanced Labor collective and aims for the title of excellence in the new school year.”
Go Den Secondary School is also facing a shortage of staff. In the 2025-2026 school year, the school has 1,687 students in 39 classes, but is still short of 17 teachers. Principal Nguyen Thanh Dung shared: “The school's facilities have degraded, the average class size is 40 students, and there is a lack of equipment and information technology staff, so teachers have to take on many jobs. In the short term, the school will hire retired teachers and teachers from other schools to ensure the program. In the long term, we will focus on improving the capacity of the team and building a suitable education plan to meet the requirements of renewing the general education program."
Determined to improve the quality of education
The main reason for the teacher shortage is the limited source of new recruits, which have not yet been able to compensate for the number of retirees. For now, schools are allowed to contract with teachers outside the payroll to ensure teaching and learning.
Director of Tay Ninh Department of Education and Training Nguyen Quang Thai said: “The sector has identified one of the key tasks for the 2025-2026 school year as developing a team of teachers, lecturers and educational administrators. The Department will advise the Provincial People's Committee to deploy a training and development plan according to social needs; fully implement policies on salary, allowances and rewards to motivate.”
Along with short-term contracts, Tay Ninh promotes regular training, improves teachers' qualifications, and fosters management capacity for school staff, meeting principal and professional standards. In particular, the sector focuses on equipping teachers with skills to implement the 2018 General Education Program with many innovations in teaching methods.
In the long term, the province assigned the Department of Education and Training to plan the recruitment of teachers at each level, in line with actual needs. Recruitment will be based on the regulations in Decree No. 116/2020/ND-CP and Decree 60/2025/ND-CP, ensuring publicity and transparency, creating opportunities to attract young, quality human resources to schools.
Along with the concretization of Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development in the new period, Tay Ninh will continue to review and fully implement seniority allowances, career incentives, training and development support, and at the same time research and supplement specific policies to motivate teachers to stay long-term. The locality will coordinate with training institutions to place orders, select excellent students, build a professional and transparent working environment, with promotion opportunities to retain and promote the capacity of the team.
