Review of draft Resolutions submitted to the Eighth Session

Comrades: Phung Tien Quan, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Legal Committee; Nong Thi Bich Hue, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda Committee, Head of the Provincial People's Council's Culture - Social Committee chaired the meeting.

Attending the meeting were comrade Le Thi Thanh Tra, member of the Provincial Party Executive Committee, Vice Chairwoman of the Provincial People's Council; leaders of the Provincial Fatherland Front Committee; leaders of a number of relevant departments, branches and sectors.

Comrade Phung Tien Quan, Head of the Provincial People's Council's Legal Committee, chaired the meeting.

The Legal Affairs Committee held a meeting to review 8 Draft Resolutions: Regulations on support policies for cadres, civil servants, public employees, and redundant workers due to the reorganization of district- and commune-level administrative units in the 2023-2030 period in the province. Approving the number of labor contracts performing professional and technical work according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government for public service units in the education sector with regular expenditures guaranteed by the State in the province for the 2023-2024 school year. Regulations on criteria for establishing a Security and Order Protection Team; support and training levels for forces participating in security and order protection at the grassroots level and the number of fire prevention, firefighting, rescue and salvage vehicles for civil defense forces in the province. Regulations on a number of drug prevention and control policies in the province. Support policy for forest patrol staff at Forest Ranger Stations in the province. Adjusting the purpose of forest use to other purposes to implement the Ho Chi Minh Road construction project, Cho Chu - Trung Son intersection section through Tuyen Quang province. Supplementing the list of projects to recover land for socio-economic development for national and public interests in 2023 in Tuyen Quang province according to regulations in Clause 3, Article 62 of the 2013 Land Law. Changing the purpose of rice-growing land to implement projects and works according to Point b, Clause 1, Article 58 of the 2013 Land Law in the province.

Comrade Nong Thi Bich Hue, Head of the Culture - Social Committee of the Provincial People's Council, chaired the meeting.

The Committee for Culture and Society held a meeting to review 5 draft Resolutions, including: Regulations on budget estimates for science and technology tasks using the state budget in the province; Regulations on tuition fees for public preschool and general education institutions, criteria for determining areas without enough public schools with primary school level, payment levels for subjects exempted from and reduced tuition fees, tuition support levels for students at private and non-public educational institutions in the province, school year 2024 - 2025; Promulgating prices for medical examination and treatment services not covered by the Health Insurance Fund in state-owned medical examination and treatment facilities in the province; Amending and supplementing Clause 2, Article 2 of Resolution No. 12/2022/NQ-HDND dated July 3, 2022 of the Provincial People's Council regulating monthly allowance levels for population collaborators in villages, hamlets, and residential groups in the province; Abolish 4 legal resolutions issued by the Provincial People's Council.

Delegates gave their opinions on the document structure, legal basis for promulgation, necessity, and content of the draft resolutions. In particular, they requested that the drafting agencies study, review, and adjust the spending levels for each subject to suit the nature of the work in the draft resolutions...

The leaders of the Legal Committee and the Culture - Social Committee of the Provincial People's Council requested the drafting agency to take into account the opinions expressed by the delegates. At the same time, coordinate with relevant departments and branches to review, adjust, supplement and perfect the draft resolutions to ensure completeness, accuracy, suitability and compliance with regulations to be submitted at the 8th Session.
