Ho Chi Minh City re-establishes the Department of Planning and Architecture

On the morning of September 29, at the Fourth Session (special session), the 10th People's Council of Ho Chi Minh City passed a Resolution to establish the Department of Planning and Architecture of Ho Chi Minh City on the basis of transferring a number of functions and tasks from the Department of Construction to the Department of Planning and Architecture of Ho Chi Minh City.

Resolution of the People's Council of Ho Chi Minh City stipulates that the Department of Planning and Architecture of Ho Chi Minh City is a specialized agency under the People's Committee of Ho Chi Minh City, has legal status, its own seal and account; complies with the direction and management of the organization, staffing and other activities of the People's Committee of the City; at the same time, complies with the direction, inspection and guidance on expertise and profession of the Ministry of Construction and relevant central ministries and branches.

Ho Chi Minh City Department of Planning and Architecture officially operates from October 1, 2025.

According to the report of the City People's Committee on the necessity of re-establishing the Department of Planning and Architecture of Ho Chi Minh City, in the context of the extremely large, diverse and complex geographical space of the City after the merger, there needs to be adjustments in planning, urban architecture, and planning projects to create open spaces from a broader perspective with a new vision and strategy, taking advantage of the advantages of the 3 localities before the arrangement. In which, the goal is to put the new Ho Chi Minh City in the top 100 livable cities in the world .

The re-establishment of the Department of Planning and Architecture as an advisory body to the City People's Committee on architectural planning and state management in the field of construction planning and architecture is extremely necessary and urgent to carry out planning and architectural work.

Activities to respond to the need for innovation in thinking and vision, promoting the City's dynamism and creativity in planning and managing regional development, especially planning and implementation of plans must be consistent with the country's socio-economic development strategies and plans, ensuring consistency and synchronization with national planning, promoting potentials and advantages, creating new, stable and long-term development space and driving force for Ho Chi Minh City.

Previously, on March 1, 2025, Ho Chi Minh City established the Ho Chi Minh City Department of Construction on the basis of merging the Department of Construction and the Department of Planning and Architecture according to Resolution No. 07/NQ-HDND dated February 20, 2025 of the 10th City People's Council.

From May 1, 2025, Ho Chi Minh City established the Ho Chi Minh City Department of Construction on the basis of merging the Department of Construction and the Department of Transport and Public Works according to Resolution No. 26/NQ-HDND dated April 18, 2025 of the 10th City People's Council.

Implementing the overall project to reorganize specialized agencies, administrative agencies, and public service units of provinces and cities when reorganizing provincial-level administrative units (Ho Chi Minh City, Binh Duong province, Ba Ria-Vung Tau province), on July 1, 2025, Ho Chi Minh City established the Department of Construction according to Resolution No. 368/NQ-HDND dated July 1, 2025 of the 10th City People's Council (on the basis of merging 3 Departments of Construction of Ho Chi Minh City, Binh Duong province, Ba Ria-Vung Tau province)./.
