The Provincial People's Committee said that in the first 6 months of 2024, the whole province carried out 125 administrative inspections and issued conclusions on 84 inspections. Through inspections at 204 units, violations of more than VND 14,041 billion and 2,523 square meters of land were discovered; it was recommended to recover VND 9,524 billion and 2,523 square meters of land to the state budget.
Along with that, it is recommended to rectify, reduce settlement and handle other matters of 4,517 billion VND; recommend handling and reviewing the responsibilities of 90 collectives and 183 individuals; and transfer 3 cases to the investigation agency.
Mr. Nguyen Do - Deputy Chief Inspector of the province said that the post-inspection handling was implemented vigorously, and more than 14.9 billion VND was recovered and paid to the state budget. Specifically, administrative inspection was more than 9.5 billion VND; specialized inspection and examination was more than 677 million VND, administrative violation fines were nearly 4.7 billion VND and 36,232 square meters of land; 99 collectives and 163 individuals were disciplined and warned, and 1 individual was warned.
The rate of recovery of illegal assets after inspection has increased (nearly 15 billion VND), however, according to Mr. Nguyen Do, there are still a number of units and enterprises that are procrastinating, deliberately not implementing, or are being forced to pay taxes, have dissolved, stopped operating, and no longer have a contact address, so urging the recovery of illegal money after inspection is very difficult.
From a subjective perspective, relevant agencies and organizations, including the direct management agency of the inspected subject, have not yet fully promoted their responsibilities in urging and directing the inspected subject in the process of implementing the inspection conclusions. The coordination between functional agencies such as inspection, examination, tax, and banking is not yet tight and synchronous...
To successfully complete the inspection and recovery of illegal assets after the inspection, Mr. Do said that the entire industry will strengthen the work of urging and checking the implementation of inspection conclusions in combination with inspecting the responsibility of the head in complying with the law on inspection.
Strengthen coordination with relevant authorities to recover money and assets; as well as focus on evaluating the process, inspection results, and handling of officials in accordance with legal regulations to handle according to inspection conclusions, ensuring compliance with the prescribed deadline.
At the internal affairs meeting of the Provincial Party Standing Committee on July 1, Mr. Nguyen Do proposed that the Provincial Party Standing Committee give the policy for the Provincial People's Committee to direct the compilation of a list of units and enterprises that deliberately delay and do not pay the money for violations discovered through inspection to the state budget.
On that basis, send units and localities in the province (investors, management boards of projects, works, procurement packages...) to review and consider the standards and qualifications of these units and enterprises participating in bidding and receiving construction contracts for other works and procurement packages.
At the same time, do not include in the annual monitoring of outstanding debts that are currently determined by inspection to be irrecoverable (units that have been dissolved or stopped operating); assign inspection agencies to continue to monitor these debts separately and collect them when enterprises resume business activities according to regulations.
Agreeing with this recommendation of the Provincial Inspectorate, Provincial Party Secretary Luong Nguyen Minh Triet assigned the Provincial Party Committee's Internal Affairs Committee to synthesize the conclusions of inspections, checks, audits, and the implementation of the Provincial Party Committee's direction on related issues. At the end of July 2024, report to the Provincial Party Committee's Standing Committee to propose directions for implementing specific tasks for the above proposals.
