Changing the way civil servants work with virtual assistants

On the morning of July 4, in Hanoi, the Ministry of Information and Communications held the June State Management Conference. Attending the conference were Minister Nguyen Manh Hung, Deputy Minister Phan Tam, Deputy Minister Nguyen Huy Dung, Deputy Minister Nguyen Thanh Lam, Deputy Minister Bui Hoang Phuong and leaders of agencies and units under the Ministry.

According to the report of the Ministry's Office, in the first 6 months of 2024, the total revenue of the IT&T industry is estimated at VND 2,030,729 billion. The total profit of the industry is estimated at VND 143,501 billion. The contribution of the IT&T industry to GDP is estimated at VND 467,048 billion, an increase of 19.5% over the same period last year.

Department and division leaders must use virtual assistants every day.

One of the key tasks of the Ministry of Information and Communications in 2024 is to build a knowledge system and develop narrow-scope virtual assistants to support officials and civil servants. Therefore, at the conference, Minister Nguyen Manh Hung spent a lot of time checking the working capacity of virtual assistants developed by units in the Ministry in collaboration with technology enterprises.

According to Minister Nguyen Manh Hung, virtual assistants will truly change the knowledge system of the state civil service system, change the entire way an organization works, and smarten the entire Vietnamese civil service system.

Therefore, from now on, when the Minister and Deputy Ministers work with units in the Ministry, the working object will be the computer, the virtual assistant of that unit. If the virtual assistant answers incorrectly or has no content, the head of the unit will be responsible.

"Successful digital transformation depends on the leader. The most important thing about digital transformation software is experience. Leaders must use digital transformation products to run daily operations, only then will the software improve," Minister Nguyen Manh Hung pointed out.

With this mindset, the Minister and Deputy Ministers will use work management software to manage, grasp work, urge and monitor work progress. Similarly, department heads and division heads must use virtual assistants daily and regularly, considering virtual assistants as the first target to manage work.

Department and division leaders must also work with the wise people in the unit to put knowledge into virtual assistants, considering this an asset to leave to future generations.

Improve the quality of postal and telecommunications services for people to benefit

At the meeting, the Minister reminded units to focus on handling regular tasks well, dedicating at least 95% of their time, effort, and intelligence to these tasks.

In terms of how to do it, units must know the content, the problem that needs to be solved, and the process. When encountering a difficult task, they must understand its true nature and focus on it to do it. The spirit and attitude of the work are important. If the spirit wants to do it, it will come out.

Going into some specific matters, the Minister noted that the Postal Department should consider piloting the measurement and announcement of service quality of enterprises on a quarterly basis to promote the development of the postal sector. The Postal Department should also issue a document reminding postal enterprises and sharing experiences in recovering and responding to cyber attacks.

Regarding the telecommunications sector, the Minister once again noted the need to measure and publish service quality. Measurement results will be accurate when there are multiple data sources. Only when measurements are correct and results are correct can the quality of telecommunications services be improved. Regarding the issue of junk SIMs, the Minister requested strict and legal handling of violations.

Next September, network operators will start shutting down 2G networks, which is a difficult task. The Minister asked the Telecommunications Department to regularly meet with businesses and have a plan to reduce the number of 2G devices to the lowest before the shutdown. The Radio Frequency Department was assigned to complete the spectrum auction as soon as possible.

In the field of information security, the philosophy to fight against cyber attacks is to increase the ability to recover quickly, have 2-layer passwords and reduce the number of computers that have direct access to the system. The Department of Information Security needs to have a plan to inspect the implementation of the Ministry of Information and Communications' reminders on network information security issues.

In the coming time, the Department of Information Technology and Communications Industry is assigned to complete the National Strategy on Semiconductor Industry Development and the draft Law on Digital Technology Industry.

The Department of Digital Economy and Society is required to soon provide guidance to promote the development of digital economy in industries and localities. Regarding digital transformation, in addition to summarizing the first 6 months of the year, one of the important tasks assigned to the National Digital Transformation Department is to organize a conference to announce successful models of online public services at the provincial level.

In addition, the Minister also noted that the units under the Ministry need to pay attention so that the assigned tasks achieve good results and quality. Only then can the cadres mature and the country and people benefit.
