Deputy Minister of Health Nguyen Tri Thuc works in Dong Nai

(DN) - On the morning of September 11, the Ministry of Health's working delegation led by Deputy Minister Nguyen Tri Thuc worked with the Dong Nai Provincial Department of Health on decentralization, delegation, and division of authority in the health sector and the organization of health facilities when implementing the 2-level local government model.

Dong Nai Provincial Department of Health currently has a Board of Directors, 7 specialized departments and 39 affiliated units. Of which, the grassroots health sector has 22 regional health centers with 95 commune and ward health stations and 176 stations.

Dong Nai Department of Health has issued regulations on functions, tasks, powers and organizational structure for new units. At the same time, it has increased support for commune-level authorities in implementing the 2-level local government model through training, education and removing difficulties for grassroots health care.

Specialist Doctor 2 Do Thi Nguyen, Director of the Department of Health of Dong Nai province, said: The organization of the health sector after the merger between Dong Nai and Binh Phuoc has basically stabilized. However, there are still some problems related to the procedures for adjusting the operating license for medical examination and treatment at health stations; there is no circular regulating the functions and structure of regional health centers; and difficulties in signing contracts with village health workers due to professional standards.

The Department of Health of Dong Nai province recommends that the Ministry of Health soon issue regulations on the organization and operation of regional health centers, health stations and stations; have a mechanism to grant seals to health stations; issue guidelines on human resource standards and job positions of civil servants and public employees in the health sector. In addition, pay attention to increasing staffing quotas, provide guidance on signing contracts with health workers in villages and hamlets, and have appropriate allowance policies.

Dong Nai Province Department of Health also requested financial support for investment in infrastructure, equipment, and information technology for electronic medical records; to remove difficulties in health insurance settlement and to build unified software for reporting and statistics for the entire industry.

Concluding the meeting, Deputy Minister of Health Nguyen Tri Thuc acknowledged the efforts of the Dong Nai health sector. At the same time, he requested the province to continue strengthening the capacity of the grassroots health system, ensuring stable, synchronous and effective operations.

Actively apply information technology and digital transformation in management and medical examination and treatment; enhance training and professional support to improve the quality of service to the people.
