Prime Minister: "No dark areas, gray areas, or areas of private interests"

(Dan Tri) - Speaking at the Thanh Hoa Provincial Party Congress, Prime Minister Pham Minh Chinh hoped that localities need to select officials who meet the criteria of being the right person, assigned the right job, dedicated and willing to sacrifice.

Speaking at the 20th Thanh Hoa Provincial Party Congress, term 2025-2030, which took place on the morning of October 15, Prime Minister Pham Minh Chinh pointed out the shortcomings and limitations of the locality that need to be promptly overcome in the coming time.

“The leadership capacity and fighting strength of some party organizations and party members in recent times have revealed many limitations. Many cadres who violated discipline must be dealt with, including violations of the law.

The principle of democratic centralism is sometimes and in some places still implemented in a formal manner, not yet deeply; solidarity is not yet strong; potential differences, outstanding opportunities, competitive advantages, especially the human factor with a population of more than 4.3 million people, have not been fully exploited," the Prime Minister pointed out.

The Prime Minister emphasized that in the context of a difficult situation with more challenges than opportunities, Thanh Hoa needs to strive to become a "model province" according to the advice of President Ho Chi Minh .

To achieve that goal, the Prime Minister noted that the province needs to focus on thoroughly grasping and effectively implementing the Resolution and Action Program of the 14th National Party Congress, as well as the 20th Provincial Party Congress; urgently and synchronously implementing the recent strategic decisions of the Politburo in key areas.

The locality needs to review and evaluate Resolution 58 of the Politburo on building and developing Thanh Hoa province to 2030, with a vision to 2045, and Resolution 37 of the National Assembly on piloting a number of specific mechanisms and policies for Thanh Hoa development; review, adjust, and build development programs and plans in line with the country's development strategy; and constantly improve the leadership capacity and fighting strength of the Party organization and Party members.

“We must attach importance to the work of building a clean and strong Party and political system. Thoroughly grasp, seriously and effectively implement, and flexibly and creatively apply the Party's five principles of operation and five leadership methods, especially the principles of democratic centralism and the principles of solidarity and unity within the Party,” the Prime Minister noted.

The head of the Government especially noted that Thanh Hoa needs to operate a synchronous, smooth and effective two-level local government; needs to promote the building of digital government, digital society, digital citizens, focus on researching the rearrangement of staff and promote the movement of "digital literacy for the masses".

“After checking at the Bat Mot Commune Public Administration Service Center, I found that the connection between databases was not smooth, people still had to go back and forth many times. Some people had to travel 18km to get a birth certificate to confirm, while the center had all the necessary information,” the Prime Minister cited.

The Prime Minister directed that Thanh Hoa must focus on developing digital government, urgently connecting the population database with the databases of sectors and levels in the province and the national database, helping people reduce travel time and costs. At the same time, it is necessary to guide people to proficiently use digital data platforms.

“There are two very basic things: connecting data centers together and promoting “digital literacy”. If these two things are resolved well, the government will operate smoothly and serve the people better,” the Prime Minister emphasized.

He also noted that in the two-level government model, the transition from administrative service to creative government serving the people is a key requirement that needs to be closely directed.

"Cadres must be dedicated and know how to sacrifice"

In directing the work of cadres, Prime Minister Pham Minh Chinh requested Thanh Hoa to consider this the "key of the key" task; to build a team of cadres and party members, especially leaders, with sufficient capacity, prestige, and equal to the task.

“It is necessary to choose the right person, assign the right job, promote strengths, improve capacity, dedicate oneself wholeheartedly and know how to sacrifice. I really hope that cadres will dedicate themselves wholeheartedly and know how to sacrifice,” said the Prime Minister.

The Prime Minister also requested Thanh Hoa to tighten discipline and order; step up inspection and supervision; proactively prevent violations early and from afar; resolutely fight corruption, waste and negativity; "not to allow dark areas, gray areas or areas of private interests".

In addition, to develop the economy quickly and sustainably, Thanh Hoa needs to make 5 important breakthroughs. Specifically, this locality needs to restructure the economy, innovate the growth model; renew traditional growth drivers; develop 4 dynamic economic centers "Tu Son": Nghi Son, Sam Son, Bim Son, Lam Son; develop synchronous infrastructure; make breakthroughs in innovative thinking and drastic actions.

The Prime Minister suggested that Thanh Hoa needs to research, develop projects, and propose mechanisms and policies so that the "Tu Son" economic centers can become economic locomotives leading the entire province.

“The second phase of the Nghi Son Refinery and Petrochemical Complex must be implemented, turning Nghi Son General Port into a national port, a regional logistics center, and one of the international seaport centers in the North,” the Prime Minister directed.

Prime Minister Pham Minh Chinh also noted that Thanh Hoa needs to focus on developing culture and society, ensuring social security; strengthening national defense and security potential and improving foreign relations.

Finally, the Prime Minister emphasized that one of the important tasks of the Congress is to elect the Provincial Party Executive Committee for the 20th term and the Delegation to attend the 14th National Party Congress. “I request the Congress to promote the spirit of democracy, uphold responsibility, and wisely select truly exemplary comrades,” said the Prime Minister.
