The above decisions take effect from September 17.

Previously, at the 42nd Session of the Central Inspection Commission, after reviewing the inspection results when there were signs of violations and the review results, and proposing disciplinary action against the Party Committee of the Ministry of Finance, the Central Inspection Commission found that: The Party Committee of the Ministry of Finance violated the principle of democratic centralism and working regulations.

The Finance Ministry's executive committee lacked responsibility and loosened leadership and direction, allowing the Finance Ministry and a number of organizations and individuals to violate Party regulations and State laws in state management and advising and promulgating mechanisms and policies on the issuance and trading of individual corporate bonds, including those of Van Thinh Phat Group and An Dong Group.

In state management of the budget related to International Progress Joint Stock Company (AIC) and enterprises in the AIC ecosystem.

The above violations have caused serious and difficult-to-remedy consequences, risking loss and waste of the state budget and causing damage to bond investors, negatively affecting the investment and business environment and social order and safety, causing bad public opinion, indignation, and reducing the prestige of party organizations and state management agencies, to the point of requiring consideration and disciplinary action.

The main responsibility for the above violations and shortcomings belongs to the Party Committee of the Ministry of Finance for the 2016-2021 term and Mr. Vo Thanh Hung, member of the Party Committee, Deputy Minister; Mr. Huynh Quang Hai and Mr. Do Hoang Anh Tuan, former Deputy Ministers.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decided to take disciplinary action: Warning Mr. Huynh Quang Hai; reprimand Mr. Do Hoang Anh Tuan and Vo Thanh Hung.
