Prime Minister: 500 kV line circuit 3 must be completed before September 2, 2024

The Prime Minister emphasized that the 500kV line 3 is a double-circuit line, which is of great significance in increasing the power supply for the North, providing stable electricity for production and consumption of people and businesses.

On the afternoon of August 13, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting with ministries and branches; and online with Nghe An and Ha Tinh provinces on the implementation of the 500 kV power transmission line construction project, circuit 3 (from Pho Noi, Hung Yen province to Quang Trach, Quang Binh province).

Along with many inspections, urging and encouraging forces to implement the project, this is the 5th time in the past 7 months that Prime Minister Pham Minh Chinh has chaired a meeting to review the situation, remove difficulties and obstacles to promote the implementation of the project.

Also attending were Deputy Prime Minister Tran Hong Ha; Minister, Head of the Government Office Tran Van Son; Minister of Industry and Trade Nguyen Hong Dien; leaders of ministries, branches and leaders of Nghe An and Ha Tinh provinces.

The 500 kV power transmission line project, circuit 3 Quang Trach - Pho Noi, about 519 km long, passing through 9 provinces, with a total investment of about 22 trillion VND, with 4 component projects, started construction in January 2024.

Up to now, the site clearance for all 100% of pile foundation and route corridor locations has been completed; column casting at 100% of locations has been completed; equipment and material supply for construction units has been completed; 1,159/1,177 column foundation locations have been installed; 321/513 anchorage spans have been pulled; especially the construction and energization of the Nam Dinh 1-Thanh Hoa Power Plant component project has been completed.

The unfinished works are mainly located in Nghe An and Ha Tinh provinces. The remaining works are being urgently constructed to complete and energize before August 19, 2024.

However, in the final stage, construction units still have difficulty in human resources for pulling wires; the weather is unfavorable for construction work, especially due to intense heat or thunderstorms...

After leaders of ministries, branches, units and the two provinces of Nghe An and Ha Tinh discussed and assessed the situation and proposed tasks and solutions to soon complete the project as planned, concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the 500kV power transmission line circuit 3 is a double-circuit line, of important significance, increasing the power supply for the North, providing stable electricity for production and consumption of people and businesses.

Realizing the importance of the project, the Government has directed strongly and closely, removed all difficulties, and mobilized large resources for the project. Ministries, branches, localities, units and the entire political system have taken drastic action and received support from the people and businesses for the project.

According to the Prime Minister, the project's workload is huge, and construction is being carried out in harsh weather conditions and difficult, complex terrain, especially in the North Central region, which is considered a "rain bag and fire pan," but so far the project has achieved a large amount of work, and the remaining workload is not much...

However, to complete and put the entire line into operation as planned requires continued high concentration.

Praising and appreciating ministries, branches, localities, people, especially Vietnam Electricity Group in implementing the project, the Prime Minister requested ministries, branches, localities, especially construction units to take advantage of the weather, focus human resources and means to construct the remaining works to ensure safety and quality; at the same time, conduct trial operation, acceptance of each part, and proceed to acceptance of the entire project; organize the implementation of restoration, ensuring environmental sanitation, traffic... where the project passes through.

The Prime Minister directed ministries, branches, localities and units to “be determined, be even more determined; make efforts, make even greater efforts; make efforts, make even greater efforts; be resolute, be even more resolute,” “work with focus, need to be more focused”; review and assign “clear people, clear work, clear time, clear responsibilities, clear products”; organize construction and carry out the remaining work in the spirit of “overcoming the sun, overcoming the rain, not losing to the wind and storm,” organize “3 shifts, 4 shifts, working continuously 24/7,” “eat quickly, sleep urgently,” “work at the desk, no back-talk”… to complete the project before September 2, 2024, to celebrate the 79th anniversary of National Day.

The Prime Minister assigned specific tasks to each ministry, branch, locality and unit; at the same time directed the forces to coordinate closely and support each other to successfully complete the tasks; organized a summary and drew lessons from experience in directing, leading, operating and organizing the implementation of the project.

In particular, the Ministry of Industry and Trade regularly inspects and urges project implementation; organizes project acceptance. The Ministry of National Defense mobilizes forces and technical means to support project construction units.

The Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment guide localities to change forest purposes in accordance with the provisions of law; guide and organize inspections of restoration and ensure environmental sanitation where the project passes.

Localities continue to mobilize human resources to participate in the work within the project scope; organize restoration, environmental protection, traffic; take care of the lives and jobs of people who have given up land for the project, ensuring that no one goes hungry, lacks clothes, lacks shelter, and that people's new residence must be better than their old one.

Local police ensure security and order at construction sites and during the restoration and operation of the project later.

The Ministry of Home Affairs synthesizes the results and proposes rewards for units and individuals with outstanding achievements in project implementation at all levels, sectors and localities.

Media agencies should increase information and communication about the project's implementation situation and results; both to praise the efforts of all project participants and to disseminate lessons learned from the project; and to create motivation and inspiration for all levels and sectors in implementing other important programs and projects nationwide./.
