Further promoting dynamic and comprehensive cooperation between Russia and Vietnam

The official visit to Vietnam by Chairman of the Russian State Duma Vyacheslav Volodin and co-chair of the 4th meeting of the Inter-Parliamentary Cooperation Committee is expected to create new momentum for the relationship between the two countries.

At the invitation of Chairman of the National Assembly of the Socialist Republic of Vietnam Tran Thanh Man , Chairman of the State Duma (Lower House) of Russia Vyacheslav Volodin led a high-ranking Russian delegation to pay an official visit to Vietnam and co-chair the 4th meeting of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of Russia on September 28-29, 2025.

Ahead of the visit, First Vice Chairman of the State Duma of Russia and First Vice Chairman of the Central Committee of the Communist Party of the Russian Federation Ivan Ivanovych Melnikov gave an interview to a VNA reporter about the potential to promote dynamic cooperation between the two countries. The following is the content of the interview:

- Mr. Deputy Chairman of the State Duma, what do you expect from the results of bilateral relations from the upcoming visit to Vietnam of the State Duma delegation led by Chairman Vyacheslav Volodin?

First Deputy Chairman of the State Duma Ivan Melnikov: Russia-Vietnam relations are currently very close at all levels, including the highest level. Russian President Vladimir Putin paid a state visit to Vietnam last year.

Last May, the President held talks with General Secretary of the Central Committee of the Communist Party of Vietnam To Lam at the Kremlin and most recently, in early September, President Putin met with Vietnamese President Luong Cuong on the sidelines of the 80th Anniversary of the World People's Victory over Fascism and working events in Beijing (China).

The visit to Vietnam of the Russian State Duma Delegation led by Chairman of the State Duma Vyacheslav Volodin is another important step in developing and deepening inter-parliamentary cooperation, an integral part of the Comprehensive Strategic Partnership between the Russian Federation and the Socialist Republic of Vietnam.

During the visit, the Inter-Parliamentary Cooperation Committee will hold its fourth session, aiming to address current issues of legislative support for bilateral cooperation in the fields of trade, economy, science-technology and humanitarian affairs, with a special focus on energy.

Of course, we will also focus on cooperation between our two countries' legislators, including at international parliamentary forums, in the interests of building a just and secure world, and promoting the development of a multilateral world order.

All of these will certainly continue to further promote the dynamism of the comprehensive bilateral cooperation between the two countries.

- How do you assess the potential for cooperation between Russia and Vietnam? In your opinion, what role can the two countries' parliaments play in strengthening this relationship?

First Deputy Chairman of the State Duma Ivan Melnikov: Historically, our two countries have had deep mutual sympathy and trust. I believe that we can talk about good, time-tested feelings and friendship between our peoples.

I remember very clearly how my parliamentary colleagues and I shared our sorrow at the passing of Comrade Nguyen Phu Trong. This is understandable, because human relationships are formed through many years of communication and meetings.

This is a profound foundation, not only for the present but also for the future of relations between our countries. The potential for cooperation between the two countries is truly enormous.

I believe that parliamentary diplomacy is an essential tool to help unleash the untapped potential. Our important task is to provide effective and timely legislative support for decisions taken at the national leadership level, as well as to monitor the implementation of intergovernmental agreements. We are committed to ensuring that our cooperation brings tangible benefits to the peoples of both countries.

- Vietnam is preparing for the 14th National Congress of the Party, which will summarize the results of the Doi Moi process implemented since 1986. How do you evaluate the results of this process and its significance in preparing the country to enter a new stage of development?

First Deputy Chairman of the State Duma Ivan Melnikov: The Doi Moi policy, officially announced at the 6th Congress of the Communist Party of Vietnam in December 1986, aimed to transform from a centralized, bureaucratic management system to a system of market relations with state management in a socialist orientation.

In my opinion, we can now speak of the historic success of this great modernization.

Over the past nearly four decades, Vietnam has transformed itself into a modern, developed socialist state with a market economy, under the leadership of the Communist Party, thereby ensuring a socialist-oriented economy and a balanced combination of market and planning principles.

Overcoming objective and subjective development challenges, Vietnam has built a solid foundation for the transition to the next stage of development as a sovereign, legal, industrially developed state with a dynamic economy, high material and spiritual living standards for the people.
