Effective implementation of the National Target Program on Sustainable Poverty Reduction

Implementing the National Target Program on Sustainable Poverty Reduction in the province, sectors and localities have made great efforts to implement the contents, tasks and solutions and achieved some positive results. However, the implementation of the program still faces many difficulties, especially the disbursement of investment capital is still stuck in many stages, slowing down the progress.

According to local statistics, the total capital for implementing the National Target Program on Sustainable Poverty Reduction in 2022 was transferred to 2023 and the capital in 2023 with 7 projects, the total implementation cost is 204.21 billion VND, but currently only 62.14 billion VND has been disbursed, equivalent to 30.48% of the assigned capital plan. Specifically, the Project to support investment in developing socio -economic infrastructure for poor districts, particularly disadvantaged communes in coastal and island areas, implemented in Bac Ai district and Phuoc Dinh commune (Thuan Nam), has disbursed 40.26 billion VND, reaching 78.28%. The Project on diversifying livelihoods (DDHSK), developing poverty reduction models has disbursed 5.76 billion VND, reaching 15.95%. Of which, for the provincial level, approved and disbursed 35%; For districts and cities, 237 projects on health promotion, service, production, business models and cow and goat breeding models have been approved. Ninh Son district has just approved the project, while Bac Ai district has not yet implemented the project. The project to support production development and improve nutrition has approved 39 health promotion plans, disbursed 2.41 billion VND, reaching 15.95%; the sub-project on improving nutrition has disbursed 259 million VND, reaching 7.01%. The project on developing vocational education and sustainable employment has disbursed 10.37 billion VND, reaching 16.48%. The sustainable employment support program has disbursed more than 2 billion VND, reaching 17.76%. The housing support policy for poor and near-poor households in the poor district of Bac Ai has been approved for 139 houses with a budget of 8.31 billion VND. After completing 30% of the work, the People's Committee of Bac Ai district will support funding for poor and near-poor households according to regulations. According to the Department of Labor, War Invalids and Social Affairs, to implement the program, the Provincial People's Committee has issued many documents to direct, implement and remove difficulties and obstacles, creating conditions for agencies, units and localities to have a basis to implement and disburse the program according to plan. However, the implementation of the program still has some difficulties, such as: The project to support vocational training, replicate poverty reduction models in the fields of business, services, tourism, start-ups, and business start-ups to create jobs, sustainable livelihoods, good income, and improve the quality of life still has no specific instructions, making it difficult for localities in the implementation process. Some localities have not yet implemented livelihood support activities that directly impact poor households, near-poor households and newly escaped poverty households such as vocational training projects, replicate poverty reduction models, and support production development in the agricultural sector. Vocational training for rural workers is facing many difficulties; Although there is a lot of capital, the number of students participating in the course is very limited.

Comrade Ha Anh Quang, Director of the Department of Labor, War Invalids and Social Affairs, said: The national target program for the period 2021-2025, with 3 accompanying programs implemented with many capital sources, projects, and sub-projects, creates a system of many directive and management documents, regulatory documents and implementation instructions as well as circulars guiding the use of career capital for each different program. Meanwhile, the team of civil servants in communes and villages must simultaneously perform many different tasks and duties, so they do not have much experience in receiving and guiding the construction of projects, models, etc., causing confusion for implementation when having to research to comply with regulations and avoid duplication between programs.

In order to accelerate the implementation of the program with a spirit of determination and drastic action, solving difficulties as they arise, the Provincial People's Committee has directed sectors and localities to proactively coordinate to resolve difficulties and obstacles right at the grassroots level, striving to disburse 100% of the allocated capital throughout the year to contribute to the economic growth target, contributing to achieving the goal of sustainable poverty reduction in 2023 and the 2021-2025 period.

According to comrade Ha Anh Quang, in order to achieve the above goals, from now until the end of the year, localities need to clearly assign responsibilities to each specialized agency and each individual in charge of monitoring specific programs. Be more proactive and determined in implementation, especially focusing on the grassroots level, guiding localities to remove difficulties in implementing programs and projects in accordance with the actual situation of the locality. During the implementation process, it is necessary to strengthen the mobilization and integration of resources to effectively implement the program; proactively source counterpart funds for implementation, ensuring full compliance with regulations. Speed up the construction progress of works and projects associated with the efficiency of capital disbursement. Urgently complete approval documents, start projects and implement payment and settlement of works and projects when there is volume to speed up the disbursement progress, not to accumulate capital at the end of the year...
