Effectively implement the emulation movement 'For the poor'

TPO - The emulation movement and poverty reduction work in Thua Thien Hue province have become a key task, regularly receiving leadership and direction from all levels and sectors. Poverty reduction programs have been implemented synchronously, with responsibilities assigned by the Steering Committees at all levels, so they have achieved encouraging results.

In 2022, there will be 3.56% of poor households.

With the set goals, the organization of the emulation movement "For the poor - No one is left behind" has created practical results. As a result, after 2 years of 2021 and 2022 implementing the National Target Program on Sustainable Poverty Reduction and general poverty reduction policies, the poverty rate has decreased from 4.93% at the end of 2021 to 3.56% at the end of 2022. The poverty rate decreased by 1.37%, equivalent to a decrease of 4,271 poor households (from 16,006 households - 11,735 households).

Health insurance policies for poor and near-poor households were fully and promptly implemented. 56,615 poor and near-poor people were granted health insurance cards; 19,171 poor and near-poor households received loans from preferential credit policy sources. 100% of poor and near-poor households enjoyed policies on social subsidies, electricity support, tuition exemption and reduction, and support for study costs according to regulations.

From the campaign "Day for the Poor", the Vietnam Fatherland Front Committees at all levels have helped the poor to eliminate temporary houses, build solidarity houses, support production capital, medical examination and treatment, support education... with the amount of 9,884 billion VND.

In addition, through the implementation of the Emulation Movement, mass organizations have proactively coordinated with superior sectors to provide training on agricultural extension and transfer the application of science and technology to production for members and households, contributing to helping members and households actively develop production, bringing about increasingly high economic efficiency, contributing to the implementation of the sustainable poverty reduction program.

Typically, the Women's Union at all levels from 2021 to present has helped 370 households escape poverty, 265 women start businesses and start businesses; 140,215 households meet the criteria of "5 no, 3 clean"; 394 models of "Women's Union 5 no 3 clean, building new rural areas, civilized urban areas". Established and maintained 06 cooperatives, 11 cooperative groups, 78 linked groups, producing clean and safe food managed by women in many fields: agriculture, small-scale industry and services....

The Ho Chi Minh Communist Youth Union of the province focused on implementing simultaneously, widely, and effectively: organizing 2,120 volunteer activities, attracting more than 61,230 cadres and youth union members to participate. The results were giving away more than 9,635 gifts, 27 breeding cows, 3,790 cartons of milk, organizing 9 medical examinations and providing free medicine to more than 4,200 children and local people; building 18 Charity Houses and Red Scarf Houses with a total value of more than 6.2 billion VND; donating livelihood support models to youth in difficult circumstances,...

Many good and practical models

To successfully implement the set goals of the project "Sustainable poverty reduction of Thua Thien Hue province in the period of 2021-2025", many localities in the province have had good and new ways to help households escape poverty.

Creative approaches such as the movement "Clans, villages, and hamlets without poor households" launched by the Provincial Party Committee have been actively responded to and implemented by localities and units in the province.

Good and practical models in Hue city such as "Exchanging scrap for trees", "Green house" model, "Turning waste into money", "Exchanging scrap for gifts"... have been implemented effectively and synchronously. Up to now, there has been the participation of nearly 413 thousand people; collected more than 8 tons of scrap, 11 tons of garbage, 50 thousand beer bottles, nearly 4 tons of scrap paper and plastic, collected more than 150 million VND from scrap collection and sale, exchanged more than 1,000 trees and gave gifts to children and poor households...

Some poverty reduction models have also been replicated such as: Cage fish farming on O Lau river; sow farming in Phong Dien; integrated agricultural production in Quang Dien district; red snapper farming, giant barramundi farming, free-range chicken farming, freshwater fish farming in Phu Vang district; chicken farming on biological bedding in Phu Loc district.

Implementing the motto "giving a fishing rod is better than stringing a fish", A Luoi and Nam Dong districts take advantage of and encourage individuals and households who are good at business and have prestige in the community to participate in helping and guiding poor households to learn and follow effective production and livelihood models.

By the end of 2025, the average poverty rate of the whole province is expected to decrease to 2.0-2.2%.

Standing Vice Chairman of the Provincial People's Committee Nguyen Thanh Binh requested departments, branches and localities to continue to promote the implementation of the Emulation Movement associated with the National Target Program on Sustainable Poverty Reduction in the province for the period 2021-2025, considering the Emulation Movement a key and regular task of all levels, branches and localities; creatively apply rich and practical forms and contents of emulation, suitable to the actual conditions of each branch and locality, promote the spirit of self-effort to escape poverty of poor households and poor people, and mobilize maximum resources to implement sustainable poverty reduction.

In addition, continue to link the Emulation Movement with the movement "The whole country joins hands to build new rural areas", mobilize and combine resources to achieve the goal of sustainable poverty reduction and new rural construction.

Diversify capital mobilization sources to implement poverty reduction work, prioritize capital allocation from the state budget, increase capital mobilization from local budgets and other capital sources, focus on mobilizing contributions from enterprises and calling for sponsorship from domestic and foreign organizations and individuals.

Timely detect and replicate advanced models, initiatives, experiences, good models, and creative ways in implementing policies and poverty reduction programs; at the same time, commend, honor, and reward collectives, individuals, and households with outstanding achievements in implementing emulation movements.

From there, strive by the end of 2025, the average poverty rate of the whole province will decrease to 2.0-2.2%, communes with high poverty rate of over 25% will reduce by an average of 3.5-4.0%/year.
