New standards for awarding the title of People's and Meritorious Artist

According to the Report of the Ministry of Culture, Sports and Tourism, from 2016 to 2022, 131 excellent artisans (NNUT) were awarded the title of People's Artisan (NNND) and 1,750 artisans were awarded the title of Meritorious Artist.

Awarding the titles of People's Artist and Meritorious Artist in the field of intangible culture helps encourage artisans to continue researching, collecting, preserving and, more importantly, teaching the younger generation the values ​​of the intangible cultural heritage they hold.

The shortcomings in the process of considering and awarding the titles of People's Artist and Meritorious Artist in the field of intangible cultural heritage were also pointed out by the Ministry of Culture, Sports and Tourism: overlaps and duplications in the subjects of consideration for awarding titles, unclear regulations on the time of activities related to the protection and promotion of intangible cultural heritage values, the summary of achievements of the Provincial Council does not clearly demonstrate the knowledge and skills that the artisan is holding as well as the process of practicing the heritage of the artisan...

From the above shortcomings, the Ministry of Culture, Sports and Tourism believes that the development of a Decree replacing Decree No. 62/2014/ND-CP is necessary to ensure the process and procedures for considering and awarding the titles of People's Artist and Meritorious Artist in the field of intangible cultural heritage. The draft Decree regulating the consideration and awarding of the titles of People's Artist and Meritorious Artist in the field of intangible cultural heritage includes 5 chapters and 19 articles.

According to the draft, the title of People's Artisan in the field of intangible cultural heritage is awarded to artisans who meet the following criteria: loyal to the Fatherland, well complying with the Party's policies and the State's laws. Having good moral qualities, exemplary in life, enthusiastic and dedicated to the profession, admired and respected by colleagues and people, and training individuals who are participating in protecting and promoting the value of intangible cultural heritage.

Folk artisans must have exceptional talent and professional skills, make great contributions, and be exemplary in the cause of protecting and promoting the value of the intangible cultural heritage they hold, and be exemplary in practicing and protecting intangible cultural heritage, demonstrated in holding...

Have been continuously or cumulatively active in the protection and promotion of intangible cultural values ​​for 20 years or more and have been awarded the title of Meritorious Artist by the State in the field of intangible cultural heritage.

The title of Meritorious Artisan in the field of intangible cultural heritage is awarded to artisans who meet the first two criteria of the NNND and two additional criteria: having exceptional talent and professional skills, having great contributions, being typical in the cause of protecting and promoting the value of intangible cultural heritage that they are holding, being exemplary in practicing and protecting intangible cultural heritage demonstrated in holding...

Have been continuously or cumulatively operating in the field of protecting and promoting intangible cultural values ​​for 15 years or more.
