Policy credit helps disadvantaged students go to school

Over the past years, the Credit Program for Students (HSSV) has been effectively implemented by the Transaction Office of the Social Policy Bank of Trieu Son District (NHCSXH Trieu Son). Preferential credit capital has been disbursed smoothly, loan levels have been adjusted to suit the actual situation, becoming a companion, helping students pursue their dreams of studying and building their future.

With the goal of not letting students drop out of school due to financial difficulties, every year, Trieu Son Social Policy Bank strengthens extensive propaganda from district to commune and town about loan policies for students. Along with that, closely coordinates with entrusted socio- political organizations, local Savings and Loan Groups to propagate to each household to grasp information, count the number of students in need to guide loan procedures, disburse capital in a timely manner, reduce difficulties for parents in covering living and studying expenses of their children.

Ms. Dang Thi Hoai's family in village 2, Dan Quyen commune was formerly poor. Thanks to the loan from the Social Policy Bank, she invested in opening a motorbike repair shop, gradually overcoming difficulties and escaping poverty. In 2022, her daughter, Le Thi Thuy Linh, was admitted to the Hanoi University of Traditional Medicine. At that time, she was both happy and worried. She was happy because her children passed the entrance exam, but she was also worried because the cost of her children's 6 years of university education was also a difficult problem for the family. However, with access to preferential policies for students to borrow money to study through the Social Policy Bank, she and her husband had more money to raise their children to become successful.

Thanks to the loan from the student loan program, Ms. Le Thi Tam's daughter in village 4, Van Son commune has the opportunity to continue her dream of going to university. It is known that Ms. Tam and her husband are freelance workers, they have to do many jobs to support their children's education, life is still difficult and hard. In 2021, when her daughter received a notice of admission to the Vietnam Academy of Agriculture , she was worried about how to manage, but she was introduced and supported to access preferential student loans for policy families with a total amount of nearly 40 million VND/school year. The couple is assured about the cost of sending their child to school.

These are just two of thousands of households that have access to credit capital for students of the Social Policy Bank of Trieu Son. According to Decision No. 05/2022 of the Prime Minister, from May 19, 2022, the loan program for students in difficult circumstances under Decision 157/2007 has some amended and supplemented contents. Specifically, the loan subjects are students who are orphaned by both parents or only have one parent but the other is unable to work; Students who are members of households belonging to one of the following categories: poor households, near-poor households, households with average living standards according to the provisions of law; Students whose families have financial difficulties due to accidents, illnesses, natural disasters, fires, epidemics during their studies with confirmation from the People's Committee of the commune or town where they reside. The maximum loan amount is 4 million VND/month, an increase of 3.2 million VND/month compared to the loan amount at the beginning of the program. By the end of February 2024, the HSSV program had an outstanding debt of nearly 34 billion VND with 690 households receiving loans, 700 students borrowing loans, many students who received loans after graduating had stable jobs and fully paid off the principal to the bank; at the same time, had a stable income, contributing to the development of the family economy.

Deputy Director of the Social Policy Bank Trieu Son Pham Anh Tuan said: "In order for preferential credit for students to truly become a "midwife" for many poor families and policy beneficiaries, the unit will continue to strengthen coordination with Party committees and local authorities to promote propaganda about preferential credit for students to poor households and other policy beneficiaries. At the same time, review and synthesize the needs of households in the area with students who can borrow capital to have conditions to continue studying. When qualified, the bank will create conditions for the capital to be disbursed quickly and promptly to help students partially resolve their contributions to the school and living and studying expenses.

The results achieved have affirmed the humanity that the student credit program brings. The program has "given wings" to the dream of studying, creating a future for poor students and those in difficult circumstances. At the same time, this is also the driving force to promote the learning awareness of students, not only helping students overcome current difficulties but also equipping them with awareness of life, responsibility towards family and society to plan for themselves a right direction, using the knowledge they have learned to build their homeland and country.
