Raising awareness of the significance and strategic role of population work for the rapid and sustainable development of the province in the new period.
According to the plan, the goal by 2030 is for Ca Mau province to maintain a stable replacement fertility rate, with a population size of about 2.21 million people; reduce the birth rate gap between rural and urban areas by 50%; all women of childbearing age have convenient access to modern contraceptive methods; and at the same time reduce two-thirds of the number of unwanted pregnancies among adolescents and young people.
The province strives to reduce the sex ratio at birth to below 105 boys/100 girls; the rate of children under 15 years old to about 22%; people aged 65 and over to 11%; average life expectancy to 75.8 years, of which at least 68 years are healthy. 100% of the elderly have health insurance cards and receive health care at home, in the community or at specialized facilities.
In addition, the plan also aims to have 90% of young men and women receive pre-marital counseling and health check-ups; reduce child marriage by 50% and incestuous marriage by 60%; and increase the rate of pregnant women and newborns being screened for common congenital diseases. The average height of 18-year-old men is 168.5 cm, and that of women is 157.5 cm.
By 2030, the urban population rate will reach over 45%, migrants will be guaranteed full access to basic social services, and 100% of the population will be managed on a unified national population database system. The province's Human Development Index (HDI) is expected to reach 0.72, placing it among the top 10 localities in the country.
