The election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is a major political event of great significance for the whole country and each locality; held at a time when the country has carried out the renovation process for nearly 40 years, achieved many very important achievements, the revolution in the organization of the apparatus and operation of the two-level local government has created a new momentum, bringing the country into a new era - an era of striving, developing richly, civilized, prosperous and prosperous.

The Government has identified the key tasks of the entire Party, people and army in 2026 as a broad campaign and democratic activities among all classes of people to select and elect excellent representatives of the people of the whole country at the National Assembly , the highest state power agency during the 16th National Assembly term, and representatives of local people at People's Councils at all levels, local state power agencies during the 2026-2031 term.

In order for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term to be organized in a democratic, equal, lawful, safe, economical manner and truly a festival for all people, the Prime Minister directed a number of key tasks for ministries, branches and localities:

The Ministry of Home Affairs is a standing agency responsible to the Government and the Prime Minister for advising and assisting the Government and the Prime Minister in directing ministries, ministerial-level agencies, government agencies, and People's Committees at all levels to carry out election work in accordance with the provisions of law; providing guidance and training on election organization nationwide; guiding and implementing emulation and reward work in election organization in accordance with regulations; inspecting and urging People's Committees at all levels to implement legal provisions on elections.

The Ministry of Culture, Sports and Tourism shall preside over and coordinate with the Central Propaganda and Mass Mobilization Commission and relevant agencies to develop and promulgate a plan to implement information and propaganda work; direct and guide information and press agencies at the central and local levels to organize timely and extensive propaganda among cadres, civil servants, public employees, armed forces and all classes of people about the meaning and importance of the election; the right to run for election and the right to vote of citizens as prescribed by the Constitution; the basic contents of the Law on Organization of the National Assembly, the Law on Organization of Local Government, the Law on Election of Representatives;

National Assembly deputies and People's Council deputies, contributing to raising the sense of ownership and self-awareness of all citizens, agencies and organizations in carrying out election work.

The Ministry of Public Security, the Ministry of Construction, and the Ministry of Science and Technology shall develop specific plans and solutions to ensure order, traffic safety, and smooth communication during the preparation and organization of elections; especially before, during, and after election day; and provide guidance on enhancing digital transformation and applying information technology in the implementation of election work.

The Ministry of National Defense and the Ministry of Public Security shall develop plans and options for deploying forces to ensure political security and social order and safety throughout the process of preparing and organizing the election, paying special attention to ensuring security and order in key areas and areas important to national defense and security; and direct and guide military and police forces participating in the election.

The Government Inspectorate shall preside over and coordinate with relevant agencies to guide the declaration of assets for candidates nominated for National Assembly deputies and People's Council deputies at all levels under the direction of the National Election Council and the National Assembly Standing Committee; preside over or coordinate with ministries, branches and localities to focus on promptly and legally resolving citizens' complaints and denunciations before, during and after the election.

People's Committees at all levels are responsible for coordinating with the Standing Committee of the People's Council, the Standing Committee of the Fatherland Front Committee at the same level, and local election organizations to organize the election in accordance with the direction of the Politburo, the Secretariat, and the Election Work Plan of the National Election Council; are responsible for ensuring infrastructure and facilities for the election; instruct local military and police agencies to develop specific plans and measures to maintain political security, order, and social safety in the locality and at polling stations; ensure that the election takes place safely and in accordance with the law; develop backup plans and election preparation scenarios in emergency conditions (epidemics, natural disasters, etc.) to ensure that the election is conducted continuously and without interruption. At the same time, focus on effectively implementing the local socio-economic development tasks in 2025, well preparing for the implementation of the socio-economic development plan in 2026 and the entire 2026-2031 period.
