General Secretary To Lam: Anti-corruption work will continue to be promoted

On the afternoon of September 30, at the headquarters of the People's Council and People's Committee of Quang Minh commune, General Secretary To Lam and members of the National Assembly Delegation of Hanoi city, constituency No. 10 met with voters of 9 communes (Soc Son, Da Phuc, Noi Bai, Trung Gia, Kim Anh, Me Linh, Yen Lang, Tien Thang, Quang Minh) before the 10th session of the 15th National Assembly, listening to voters' opinions and recommendations.

After listening to the representative of the Hanoi City National Assembly Delegation inform about the expected content and program of the 10th Session; the results of resolving and responding to voters' petitions at the 9th Session, many voters expressed their joy and emotion at the deep concern of the Party and State demonstrated through practical social security policies in recent times.

Voters also highly appreciated the policy of decentralization, delegation of power and effective implementation of the two-level local government model, contributing to creating breakthroughs, helping localities to be proactive, creative and develop strongly.

In addition, voters suggested continuing to reform administrative procedures; paying attention to supporting investment in rural infrastructure (transportation, irrigation, schools, medical stations, etc.), especially upgrading degraded inter-commune roads that affect the transportation of agricultural products in the locality.

Voters suggested that it is necessary to consider and classify the subjects and purposes of land conversion to have appropriate policies; there should be solutions and land pricing mechanisms for fair compensation and support policies for people whose land is recovered; ensuring the goals of urban development and sustainable agricultural development.

Voters highly appreciated Resolution No. 72-NQ/TW on protecting, caring for, and improving people's health and suggested that it is necessary to orient the concretization of the resolution through new laws and resolutions in improving the capacity of grassroots health care; strengthening the preventive health system, enhancing the ability to prevent and fight epidemics and creating conditions for people to have equal access to essential health services; strengthening grassroots health care, strengthening prevention, overcoming human resource shortages, reducing overload at upper levels...

On this occasion, General Secretary To Lam quickly informed the majority of voters in the area about the country's situation. The organization of the grassroots and upper-level Party Congresses has been completed, and the Congresses of Party Committees directly under the Central Committee are being held according to plan and are expected to be completed in October 2025. The Congress documents will continue to be completed, and preparations are also being urgently deployed.

Regarding the Politburo's policy that the Secretaries of the provinces and centrally-run cities for the 2025-2030 term will not be local people, General Secretary To Lam stated: "Regarding Party building work, our highlight will be completing the policy of arranging Party committees that are not local people. We have implemented this policy for many terms and have had many good results, so we will continue to implement it."

The General Secretary said that the work of preventing and combating corruption, waste and negativity will continue to be promoted, without stopping, without stopping, with no forbidden areas, implementing the motto of being alert, valuing prevention work, not just handling, but drawing lessons, so as not to allow corruption and not being able to, not daring to be corrupt.

Regarding socio-economic development and taking care of people's lives, although there are still many difficulties, the results achieved are very positive and quite comprehensive. This is also the foundation for determination to strive to achieve the double-digit growth target in the coming period. The viewpoint of the Party and State is to take the people as the center, the subject of development, the people must enjoy the fruits of development, not wait until the country is rich and strong to take care of the people.

Regarding improving the operational efficiency of two-level local governments, the General Secretary stated that the government must be close to the people, must shift from a management mindset to a service-creating mindset, from passive to proactive, reaching out to the people and serving the people.

The General Secretary noted that it is necessary to ensure resources and strictly follow the direction and guidance of the Central Government, not to overload the ward and commune levels with work, and also not to take on more work while lacking people and working conditions.

Hanoi City urgently grasps and effectively implements the conclusions of the Politburo and the Secretariat on completing the mobilization, arrangement, and deployment of sufficient professional staff in land management, planning, construction, finance, information technology, education and health management at the ward and commune levels; must not allow a shortage of staff; must completely complete the payment of policies and regimes to staff; must complete the settlement of pending and overdue administrative procedures, and must not let the work of people and businesses be blocked.

Regarding social security, health, and education issues, the General Secretary affirmed that the Party and State always consider caring for people's lives and improving their lives as their goals. Caring for the people has been implemented by our Party and State in every development policy. Adjusting salary and social allowance policies is also being studied and implemented by central agencies according to a roadmap, step by step, cautiously and firmly, ensuring feasibility and effectiveness.

The General Secretary emphasized that the Party also clearly identified health as the most precious asset of human beings, the most important foundation for everyone's happiness, for the survival of the nation and for the sustainable development and prosperity of the country; continued to implement breakthrough policies on health care, attaching importance to prevention, strongly shifting from the mindset of curing to preventing diseases, strengthening grassroots health care, ensuring that each commune and ward has a doctor, a health station, and medical equipment to ensure regular health care, ensuring that people have regular health check-ups at least once a year...

Regarding land, planning, and construction order, the General Secretary proposed planning Hanoi to be worthy of a regional and world-class city. Currently, central agencies are studying amendments to the Land Law and the Planning Law.

The consistent viewpoint is that land belongs to the entire people, with the State as the owner and unified management, and state land must not be privatized. The State must ensure the right to fair and effective land use for all people, must ensure effective land use, fair and effective land value distribution and allocation, avoid waste; must maximize the efficiency of land resources to develop the country.

At the meeting with voters, the General Secretary said that the National Assembly delegation will synthesize, fully absorb, and clearly classify the opinions and recommendations. Any issues under the authority of the city will be directed to be handled and responded to.
