General Secretary To Lam works with the Standing Committees of the 14th Party Congress Subcommittees

On the afternoon of September 25, at the Party Central Committee Headquarters, General Secretary To Lam chaired a working session with the Standing Committees of the 14th Party Congress Subcommittees to give opinions on continuing to perfect the draft documents to be submitted to the 14th Party Congress.

Attending the working session were Politburo members: Prime Minister Pham Minh Chinh, Standing member of the Secretariat Tran Cam Tu; Politburo members, Secretariat members, Party Central Committee members, and Standing members of the 14th Party Congress Sub-committees.

At the working session, the Standing Committees of the 14th Party Congress Subcommittees briefly reported on the preparation of documents to report to the Politburo and the 13th Party Central Committee Conference, including: Draft Political Report; Draft Summary Report on a number of theoretical and practical issues over 40 years of renovation in Vietnam; Draft Summary Report on 15 years of implementing the Party Charter.

After listening to the discussion opinions and concluding remarks, General Secretary To Lam emphasized that the 14th Party Congress Document, with two pillars being the Political Report and the Action Program for the 2026-2031 term, must be a strong commitment of the Party to the people about a new development period: stable and solid for breakthrough; modern, inclusive, sustainable; ensuring comprehensive security while expanding development space in the context of strategic competition and global standard transformation.

To do that, the 14th Party Congress Document needs to clearly demonstrate three layers of orientation (the foundation layer is the new generation development thinking with four strategic transformations; the structural layer is the five pillars of fundamental security that create a shield against shocks, changes and impacts and risks to be faced; and the operational layer, the action program that can be counted according to each implementing entity, resources, responsibilities and specific deadlines).

The General Secretary said that the new resolutions of the Politburo include (Resolution No. 57-NQ/TW on science, technology, innovation and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW on private economic development; Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71-NQ/TW on breakthroughs in education and training development; Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health) and the following resolutions not only supplement the content but also serve as a "leverage" for the 14th National Party Congress Document to immediately enter into force. deployment.

The General Secretary requested that the summary of 40 years of innovation must point out core lessons, firmly adhere to the goals of national independence and socialism, innovate with principles, promote the strength of national solidarity, take people as the center, subject, goal and driving force of development; combine national strength with the strength of the times, proactively integrate and seize opportunities of green transformation, digital transformation and restructuring of global value chains. The responsibilities of each agency, each Party Committee, each cadre are clearly defined in the mechanism of "one task - one focal point - one deadline"...

The General Secretary highly appreciated the issues that had been absorbed and improved in the report, and requested that new issues of the Document continue to be supplemented with new points, especially absorbing the opinions of the Politburo and the Standing Subcommittee members at the working session and preparing the report to the Politburo and the Central Committee.

With the highest sense of responsibility, the General Secretary requested the members of the Document Subcommittee to continue to make efforts, try, urgently and complete the documents in the spirit of today's meeting; strive so that the Documents of the 14th National Party Congress must become a driving force for innovation in thinking and action in the entire political system, arouse the aspiration for development, promote the strength of great national and Party solidarity, seize opportunities, overcome challenges, and lead the country firmly on the path of a rich people, a strong country, democracy, fairness and civilization.

“We will turn the Document into a modern leadership and governance tool, creating a solid foundation for the 2035-2045 goals. That is also our commitment to the people: words go hand in hand with deeds, plans go hand in hand with actions, results are the highest measure,” the General Secretary emphasized.
