This is the opinion of the Department of Agriculture and Environment of Ho Chi Minh City in a document sent to Amadive Tourism Services Company Limited to comment on the proposal to sink the Sheng Li ship to create a high-class diving spot in Con Dao.
Specifically, the proposal to sink the Sheng Li ship is inconsistent with Decree No. 05/2017/ND-CP on handling sunken assets on inland waterways, seaport waters and sea areas of Vietnam. Based on current regulations, there are only two forms of handling the Sheng Li ship: destruction and sale, there is no form of sinking the Sheng Li ship.
"Currently, the Department of Finance is completing the procedures to organize the auction of the Sheng Li ship according to regulations. In case Amadive Company wants to participate in the auction, it is recommended that the company study the above regulations to have a solution to handle the Sheng Li ship in accordance with legal regulations" - the document of the Department of Agriculture and Environment clearly stated.
The Sheng Li ship is anchored at the storm shelter for fishing boats in Con Dao.
Previously, on May 9, 2025, the Chairman of the People's Committee of Ba Ria - Vung Tau province (now Ho Chi Minh City People's Committee) issued Decision No. 1275/QD-UBND approving the starting price for the auction of the Sheng Li ship. In which, it is required that the organization or individual winning the auction of the asset can only use it to recover scrap, not convert it for use, and not use it for other purposes.
As reported by Nguoi Lao Dong Newspaper , in early August 2025, Amadive Company sent a document to the Ho Chi Minh City Department of Tourism and related units, proposing a project to sink the Sheng Li ship, creating a high-class diving spot in the Con Dao area.
According to Amadive’s proposal, the company proposed to sink the Sheng Li ship to create a unique and high-class diving spot in the Con Dao sea area. This would help attract domestic and foreign tourists, develop green tourism, and aim to experience nature in Con Dao.
According to Amadive, the wreck diving site will be a unique and different tourism product, attracting high-end customers, thereby creating more room for growth and creating better quality jobs for local people...
Sheng Li is a refrigerated cargo ship, built in 2002 with a width of 8.5 m, a length of 52 m, and an estimated tonnage of 12,000 tons. Currently, this ship is old, rusty, severely damaged, unusable and is anchored in a storm shelter for fishing boats in Con Dao.
Meanwhile, Amadive operates in the field of providing recreational sports diving tourism services. The company is headquartered in Con Dao, licensed to operate from February 2021 and has a certificate of eligibility to conduct sports activities from September 2022.
