Ho Chi Minh City: Request to complete statistics on the management and use of public houses and land after the merger

The Chairman of the People's Committee of Ho Chi Minh City requested that, before October 30, the Chairmen of the People's Committees of wards, communes, and special zones must complete statistics and report plans for rearranging and using public houses and land in the area.

Ho Chi Minh City People's Committee has just issued Document No. 2318/UBND-DT on implementing statistics and reporting on unused or ineffectively used houses, land, constructions, and headquarters directly managed by the State, to combat waste in the area.

Accordingly, the Chairman of the People's Committee requests that for surplus houses and land due to the rearrangement of administrative boundaries, the Chairman of the People's Committee of wards, communes and special zones shall, based on urban and rural construction planning, land use planning, and usage needs, report and propose plans to rearrange and handle houses and land in accordance with regulations on management and use of public assets, land law, planning and construction. This is to ensure the economical and effective use of houses and land, avoiding waste. On that basis, report to the Department of Finance, coordinate with departments and branches to advise and propose to the City People's Committee for consideration and decision.

For houses and lands in dispute, complaints or encroachment by people, the Chairman of the People's Committee of wards, communes and special zones shall be assigned to resolve disputes and complaints; and recover encroached or occupied land for exploitation and use.

For small, narrow, and interspersed plots of land that do not meet the conditions for subdivision, land can be allocated or leased based on regulations to avoid vacant land, causing waste of land, environmental pollution, and loss of urban aesthetics.

For houses and land managed by the City Land Fund Development Center (PTQD), this unit is assigned to propose suitable land use plans or make short-term lease proposals according to the procedures for short-term lease of land funds and assets attached to land in accordance with regulations.

For the above contents, the Chairman of the City People's Committee requests to complete and report to the City People's Committee before October 30, 2025.

The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment, the Department of Finance, the Department of Construction and relevant departments, branches, agencies and units to coordinate and guide the People's Committees of communes, wards, special zones and the City Development Center in managing and using houses and land, ensuring economical and effective land use, in accordance with urban and rural construction planning, land use planning, and in accordance with legal regulations.
