To prepare for the computer-based graduation exam, the Ministry of Education and Training established a Steering Committee, a Drafting Committee, and developed a project to organize the high school graduation exam on computers to submit to the Prime Minister for approval.

According to plan, the pilot exam will take place in April-May 2026 with about 100,000 candidates.

“The pilot will help build a question bank and prepare for large-scale computer-based exams,” said Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training). By July 2026, the Ministry of Education and Training will submit an official proposal to the Government . After that, the Ministry will review the facilities and necessary conditions nationwide to develop an implementation roadmap.

It is expected that by the end of 2026, procedures and regulations for computer-based testing will be issued. Localities will arrange a number of locations to pilot computer-based testing in 2027 and prepare to invest in facilities for these testing locations.

In April-May 2027, the Ministry will continue to organize testing of exam questions at locations planned to organize large-scale computer-based exams according to the process of building a question bank before the official exam in June.

Accordingly, in June 2027, high school graduation exams will be organized on computers at qualified locations and high school graduation exams will be organized on paper at other locations.

Mr. Nguyen Van Phong, Deputy Director of the Department of Education and Training of Ho Chi Minh City, proposed that the Department of Quality Management (Ministry of Education and Training) soon issue a document regulating the high school graduation exam in the form of a computer-based exam, creating conditions for localities to proactively plan and invest in facilities, information technology equipment and network infrastructure, especially in areas where school conditions are uneven.

According to Mr. Phong, the 2025 high school graduation exam has affirmed its organizational capacity on an expanded urban scale, ensuring fairness, transparency and safety, while creating an important foundation for the digital transformation process in the examination work. The practical experiences and proposals mentioned above are essential bases for continuing to improve the quality of exam organization in the coming period, contributing to consolidating the prestige of the education sector and meeting the requirements of fundamental and comprehensive innovation in education and training.
