This afternoon, January 11, Vice Chairman of the Provincial People's Committee Hoang Nam attended the conference to review labor, meritorious people and social work in 2023 and deploy tasks for 2024 organized by the Department of Labor, War Invalids and Social Affairs.
Improve the quality of human resources, expand the labor market
Speaking at the conference, Vice Chairman of the Provincial People's Committee Hoang Nam requested the provincial Department of Labor, War Invalids and Social Affairs to urgently advise the Provincial Party Committee's Action Program on implementing Resolution No. 42 - NQ/TW dated November 24, 2023 of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and defending the Fatherland in the new period, in which special attention should be paid to tasks, solutions, specific assignments and a clear roadmap to soon put the resolution into life.

Coordinate with departments, branches and localities to continue implementing subsidy payments via ATM cards. Focus on comprehensive innovation and drastic implementation of breakthroughs in vocational education development, improving the quality of human resources and expanding the labor market.
Actively coordinate with the Department of Education and Training, relevant departments and branches to develop training mechanisms, improve the effectiveness of vocational education. Arrange and reorganize public vocational education institutions in a streamlined and effective manner.
Continue to play a core role in implementing preferential policies for people with meritorious services; carry out social security work well, encourage employees and employers to participate in social insurance, move towards universal social insurance, and overcome the situation of late payment and evasion of social insurance payment.
Advise on active solutions to reduce the situation of homeless people, beggars, child injuries and drowning; child violence in schools; and early marriage among ethnic minorities.
Organize an assessment of the capacity and performance of the General Social Protection Center 1 to advise on the development of investment plans, upgrading facilities and equipment to expand the scale of the center, ensuring the reception of drug addicts; review and evaluate difficulties and problems, and find solutions to improve the effectiveness of drug addiction treatment and post-treatment management.
Strive for the rate of trained workers to reach 75.16%
The report at the conference said that in 2023, the Department of Labor, War Invalids and Social Affairs will synchronously, flexibly and effectively implement tasks and solutions in the fields of labor, meritorious people and society. The work of solving employment - labor, wages, social insurance and labor safety will be effectively implemented.
The whole province created jobs for 13,989 workers; created jobs abroad under contracts for 2,800 workers; the rate of trained workers reached 72.66%; the rate of trained workers with certificates reached 33%. Fully and promptly implemented the regular subsidy policy for nearly 17,000 subjects with a monthly subsidy of nearly 37 billion VND.
Activities to repay gratitude and mobilize social resources to care for the lives of people with meritorious services to the revolution have been promoted. The lives of people with meritorious services and their relatives have been constantly improved and enhanced.
Through the implementation of the national target program on poverty reduction and other national target programs and poverty reduction projects, in 2023, the multidimensional poverty rate of the whole province decreased by 1.77% with 2,994 poor and near-poor households.
Regarding the 2024 task, the labor, war invalids and social affairs sector focuses on promoting job creation for 12,500 workers (of which, 1,200 workers will work abroad under contracts).
Strive to have the rate of trained workers reach 75.16%; the rate of poor households in the whole province decrease from 1% to 1.5%. Strengthen state management of gender equality; administrative reform in the field of digital transformation of workers, meritorious people and society.
