The Law amending and supplementing a number of articles of the Law on Product and Goods Quality No. 78/2025/QH15 (hereinafter referred to as the Law) was passed by the 15th National Assembly at the 9th Session on June 18, 2025, effective from January 1, 2026.

The Prime Minister promulgates the Plan for implementing the Law with the aim of ensuring unified direction of the Government and the Prime Minister; close, regular and effective coordination between ministries, branches, localities and relevant agencies and organizations in implementing the Law.

Specifically define the work content, deadline, completion progress and responsibilities of relevant agencies and organizations in implementing the Law, ensuring timeliness, synchronization, unity, effectiveness and efficiency.

Develop a coordination mechanism between ministries, branches and localities in carrying out activities to implement the Law nationwide; raise awareness of the Law and the responsibilities of ministries, branches, localities and people in implementing the Law.

Ensure effective implementation of new contents in the Law, especially classification of risk levels of products and goods; application of digital technology in quality management and traceability.

Propaganda, dissemination, training, and professional development on the content of the Law

One of the contents of the Plan is: Compiling documents, organizing propaganda, dissemination, legal education, training, and professional development on the content of the Law and detailed implementing regulations.

Review legal documents related to the Law under the assigned state management authority; implement according to authority or recommend competent authorities to promptly amend, supplement, replace, abolish or issue new legal documents to ensure compliance with the provisions of the Law.

Building 2 Decrees guiding the implementation of the law

Regarding the drafting of detailed regulations and guidance on the implementation of the law, the Ministry of Science and Technology is responsible for drafting: Decree detailing the implementation of a number of articles of the Law on Product and Goods Quality and the Law amending and supplementing a number of articles of the Law on Product and Goods Quality; Decree on product labels. 2 This Decree must be submitted to the Government before October 15, 2025 and promulgated before December 1, 2025.

At the same time, the Ministry of Science and Technology shall preside over the inspection of the implementation of the Law and documents detailing and guiding the implementation of the Law.

Ministries managing sectors and fields, according to the functions and management tasks of each ministry and implementing agency, shall organize the contents to support the implementation of the Law in accordance with legal provisions, including: Guiding the application of legal documents detailing the implementation of the Law; organizing the reception and handling of recommendations and proposals from agencies, organizations and individuals in the process of implementing the Law and guiding documents; organizing the review, assessment and updating of the relevant database system; ensuring the conditions for implementation in accordance with the provisions of Article 59 of the Law on Promulgation of Legal Documents and Decree No. 80/2025/ND-CP dated April 1, 2025 of the Government on the organization of the implementation of legal documents.
