Head of the organization department of a university in Ho Chi Minh City was accused of plagiarism.

TPO - Ms. TQH, Head of the Personnel Organization Department of the International University (VNU-HCM), was accused of using content from 2 master's theses and 1 bachelor's thesis (2020) of students of the International University in a scientific article, used to calculate the score for her doctoral thesis at the University of Economics, HCMC.

The incident immediately caused a stir, forcing the International University and the University of Economics Ho Chi Minh City to investigate.

According to the International University, at the end of April 2025, the school received a dispatch from the University of Economics Ho Chi Minh City requesting support in providing relevant theses and dissertations. After three days, the International University sent a dossier including 2 master's theses and 1 graduation thesis in 2020.

By the end of May, the University of Economics Ho Chi Minh City continued to request further evidence of related scientific research topics. In early June 2025, the International University transferred research documents, acceptance minutes, contracts and final reports of scientific and technological topics at the Ho Chi Minh City National University level.

The school emphasized that it has fully coordinated with the competent authorities and is waiting for the official conclusion from Ms. TQH's doctoral training institution. When the results are available, the International University will handle the matter according to Party regulations, laws, the Law on Civil Servants and the Labor Code.

The International University also said that the school has strict regulations on scientific and academic research, in which the principle of academic integrity is a core requirement.

The school has also set up a working group to review, supplement and update regulations to prevent and effectively handle violations in the future.
