From July 1, 2024: Collecting iris biometrics when citizens make ID cards

From July 1, 2024, iris biometrics will be collected at the police agency along with fingerprints and facial photos when citizens apply for an ID card.

The Law on Identification was passed by the 15th National Assembly , 6th Session on November 27, 2023, and will take effect from July 1, 2024. The Law on Identification has 7 Chapters and 46 Articles. In particular, regarding iris biometric information as stipulated in Point b, Clause 1, Article 23 of the Law on Identification, which stipulates the order and procedures for issuing ID cards, clearly states: "The recipient collects identity information and biometric information including facial photos, fingerprints, and irises of the person requesting an ID card".

Thus, from July 1, 2024, when citizens apply for an ID card, their iris biometric information will be collected at the police agency along with fingerprints and facial photos. Citizens provide iris data when applying for an ID card at police agencies such as: Department of Administrative Management of Social Order Police; Police agencies at the provincial and municipal levels; Police at the district/county/town/city level under the province.

Accordingly, the collection of iris biometric information serves as a basis for cross-checking and authenticating each individual's information; providing support in cases where a person's fingerprints cannot be collected (in cases of disability, deformed fingerprints...).

Regarding the collection of irises to supplement the ID card, Article 46 of the ID Law also clearly states that the ID card issued before July 1, 2024 is valid until the expiration date printed on the card. When citizens have a need, they will be issued a replacement ID card.

Citizen Identification Cards that expire from January 15, 2024 to before June 30, 2024 will continue to be valid until June 30, 2024.

The Citizen Identification Card can still be used normally if the card is still valid without having to collect irises to supplement this card. Only when people need to change to an Identity Card is it mandatory to collect irises.

The Minister of Public Security has signed and issued Circular No. 16/2024/TT-BCA regulating the form of identity cards and identity certificates that will be used from July 1.
