The Quynh Anh Commune Public Administration Service Center (Nghe An Province) is often overloaded, especially since the beginning of 2025. Faced with this situation, the Party Committee and People's Committee of the commune have implemented many breakthrough solutions, including mobilizing union members, youth, and women to directly support the people. This activity contributes to reducing the workload for the commune's civil servants; at the same time, helping people access public services quickly and conveniently, leaving many good impressions in the hearts of the people.

Union members - the shock force on the digital front

Youth union members support people in carrying out administrative procedures.

These days, when coming to the Quynh Anh Commune Public Administration Service Center, people can easily see union members, youth union members, and women's union members enthusiastically guiding people through each operation and each public administrative procedure.

From 7am, 10 union members were present at the department receiving and returning administrative procedure results. Each person had a task such as: distributing queue tickets, supporting the activation of level 2 electronic identification accounts (VNeID), enthusiastically guiding online registration procedures such as birth and death certificates, document authentication, etc. The scientific division of labor helped the process of receiving documents go smoothly. People no longer had to wait as long as before.

Here, Mr. Tran Xuan Han (a member) is guiding Ms. Ho Thi Tam (village 3, Quynh Anh commune) to complete the birth registration procedure for her son. Previously, Ms. Tam had to spend a lot of time traveling to complete the procedure. However, now, every step is guided in detail from logging into the VNeID account, entering personal data to submitting the application online. Ms. Tam said: "I only need to bring my Citizen ID and Birth Certificate here. The rest, the members of the union and association will guide me enthusiastically. Thanks to that, in just about 30 minutes, I completed the procedure, quickly and with peace of mind."

According to Deputy Secretary of Quynh Anh Commune Youth Union Ho Nghia Thang, to meet the requirements of the task, the Commune Youth Union has established 4 working groups, each group consists of 6 members with information technology skills, trained in the process of handling public administrative procedures. The groups take turns working at the Center, accompanying the people and commune officials. On average, each day, the members support the handling of 20-25 administrative procedures. During peak periods, this number can reach nearly 100 procedures.

Not only providing technical support, the union members also help people get acquainted with the online public service environment - which is still quite unfamiliar to many people in rural areas. With patience and responsibility, they have contributed to changing the habit of "paper documents" to using electronic public services, which is both time-saving and transparent.

Thanks to the regulation of handling procedures regardless of administrative boundaries, not only people in the commune but also many people from neighboring localities come to Quynh Anh Commune Public Administration Service Center to handle administrative procedures. This place has become a trusted destination thanks to its attentive and friendly service, shortening the time to handle documents and procedures.

Working group to support people

Youth union members support people in carrying out administrative procedures.

To further reduce pressure and improve service efficiency, from October 1, the Quynh Anh Commune Party Building Committee has established a "Working Group to support people in performing public services" right at the Center. According to the decision of the Commune Party Committee Standing Committee, every Monday, 3 Party Building Committee officers will directly join the civil servants to guide people and supervise and urge them to make work more effective. This model not only helps reduce work pressure but also demonstrates the spirit of "The Party accompanies the people", strengthening people's trust in the grassroots government.

The participation of the entire system has helped reduce the workload for the staff of the Quynh Anh Commune Public Administration Service Center. According to statistics from the Center, from July 1 to September 20, 2025, the unit received 3,083 records; of which, 2,885 records have been resolved, 97 records are in the process of being processed and 103 records have been returned to citizens.

Mr. Pham Van Giang, Vice Chairman and Director of the Quynh Anh Commune Public Administration Service Center, said that thanks to the active participation and support of union members, youth and women's union members, the administrative procedure settlement has been faster. The participation of these forces has contributed to increasing the rate of timely settlement of records by 20% and reducing the total number of records for the Center by about 20%. This is a concrete demonstration of the effectiveness of creative ways of working, mobilizing the combined strength of the entire political system, especially the pioneering role of union members, youth and women's union members.

The support model at the Quynh Anh Commune Public Administration Service Center has opened a new direction in reforming administrative procedures at the grassroots level. When the entire political system participates, difficulties in human resources and facilities can be resolved. This approach also contributes to spreading the spirit of service, bringing public services closer to the people and moving towards building a professional, transparent administration with people as the center of service.
