The project "Promoting the investment market for energy saving and efficiency in the industrial sector and supporting the implementation of the Vietnam Green Growth Action Plan" is implemented in the 2021-2025 period nationwide, aiming to contribute to the national goal of reducing energy intensity by improving energy efficiency in Vietnam's industrial sector; ensuring energy security for economic and social development; reducing greenhouse gas emissions to respond to climate change.
The Ministry of Industry and Trade is the governing body, responsible for implementing components on energy efficiency in industry. The Ministry of Finance is responsible for implementing components on green growth.
Speaking at the workshop, Ms. Nguyen Thi Lam Giang, Director of the Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade) emphasized that the Project funded by the Korean Government through KOICA is a clear demonstration of the friendly, trustworthy and effective cooperative relationship between the two Governments of Vietnam and Korea.
After more than 3 years of implementation, the Project has achieved many practical results, contributing to promoting the investment market for energy saving solutions in the industrial sector, supporting the implementation of the goals of the National Green Growth Action Plan, and at the same time improving the capacity of management agencies, enterprises and financial institutions in accessing, appraising and implementing energy saving projects.

Sharing about the achievements of the Project, Mr. Lee Byung Hwa, Country Director of KOICA in Vietnam, said that through the project, Vietnam and Korea have cooperated closely to improve energy efficiency in industry, build a green financial platform and lay the foundation for sustainable development.
Specifically, the Project has researched, developed and revised energy consumption norms and technical guidelines on energy efficiency for key industries such as steel, cement, paper, and textiles; at the same time, implemented capacity building programs with the participation of many domestic and foreign experts, thereby sharing Korea's valuable knowledge and experience on energy efficiency and green growth with many stakeholders.
In addition, the Project has also supported the implementation of feasibility studies on energy saving investments in enterprises, creating a foundation so that the project results do not stop at research but can also be transformed into actual investments.
Through close coordination with localities, the Project has developed green growth plan input reports for 10 localities, providing recommendations, solutions and specific tasks for localities to integrate, complete and promulgate their local green growth action plans.
In addition, through studies on public investment for climate and green investment guidelines, the Project has contributed to creating an institutional framework, which serves as a basis to encourage financial institutions and private enterprises in Vietnam to participate in green growth projects in the future.
Together with workshops, training courses and communication activities, the Project has contributed to spreading knowledge, encouraging changes in thinking and action towards green growth and sustainable development.
The project includes 5 main components:
Component 1: Establishing energy saving investment projects;
Component 2: Support for the implementation of regulations on energy consumption standards and technical guidance on green growth;
Component 3: Capacity building related to energy efficiency investment in the industrial sector and implementation of the Green Growth Action Plan;
Component 4: Survey, research and development of provincial green growth action plan;
Component 5: Dissemination and propaganda on solutions on economical and efficient energy use and the Green Growth Action Plan of the provinces.
