Implemented since 2007 under Decision No. 157/2007/QD-TTg of the Prime Minister, the loan program for students in difficult circumstances implemented by the Social Policy Bank (SPB) of Tay Ninh province has supported tens of thousands of students across the province.
The program not only focuses on students from poor and near-poor households, but also extends to those in especially difficult circumstances such as orphans, families experiencing accidents, natural disasters or epidemics that affect their economic capacity.

The family of Ms. Do Thi Xuan Mai (residing in Dong Co Do quarter, Binh Minh ward) is a poor household in the locality. When her child entered university, the economic pressure became even heavier when the tuition fee increased to 15 million VND/quarter. In order for her child to have the conditions to continue studying, in 2024, Ms. Mai decided to borrow capital for students from the Vietnam Bank for Social Policies.
Ms. Mai said: “I mainly work as a farmer or as a hired worker, so my income is unstable. Thanks to the loan from the Social Policy Bank, I have money to pay tuition, buy books, rent a house, etc. for my child to continue studying at university. Without that source of capital, my child would have had to stop studying halfway.”
Similarly, the family of Ms. Nguyen Thi Thu Huong (residing in Dong Co Do quarter, Binh Minh ward) is also raising a child to study at university while having an unstable income. Sharing the family's difficulties, from the 2023-2024 school year, the locality will support her family to borrow capital from the Vietnam Bank for Social Policies to cover the child's education expenses.
"My child's tuition is quite high, so my family cannot manage it. With the loan support, I am assured of the tuition fee, the rest is just to worry about my child's monthly living expenses" - Ms. Huong shared.
In addition to disbursing loans to the right beneficiaries, the Tay Ninh Provincial Bank for Social Policies also coordinates with organizations such as the Women's Union, Youth Union, Farmers' Association, etc. in propaganda work, guiding documents, checking capital use and urging debt repayment. Thereby, the program's overdue debt rate is always low.
Ms. Tran Nguyen Nhu Tram - Director of the Ninh Thanh Social Policy Bank Transaction Office, said: In recent times, the Ninh Thanh Social Policy Bank Transaction Office has closely coordinated with local authorities and socio -political organizations to receive the mandate to propagate to the media and communication channels, and at the same time coordinated with neighborhood leaders and savings and loan groups to review each household in the area to grasp the needs and support people to access loan capital conveniently and quickly. Loan documents and procedures are carried out quickly, creating the most favorable conditions for families and students to access capital.

As of September 13, 2025, the outstanding loan balance of the student program in Tan Ninh and Binh Minh wards reached more than 110 billion VND with 1,585 households borrowing capital for their children to study at universities, colleges, vocational schools and vocational training schools.
In the whole province, by the end of August 2025, there were 29,955 customers with outstanding loans from the student loan program with a total outstanding debt of more than 2,000 billion VND.
With the goal of "Not letting any student drop out of school due to lack of funds", the Prime Minister recently issued Decision No. 29, dated August 28, 2025, on credit for students, graduate students, and biological researchers in the fields of science, technology, engineering, and mathematics.
Accordingly, the above subjects are allowed to borrow the entire tuition fee (after deducting scholarships and other financial support from the school, if any) as confirmed by the school; living expenses and other study expenses are up to 5 million VND/month, loan interest rate is 4.8%/year.
This is a deeply humane program that promptly meets the needs of students to cover tuition, living expenses and other study expenses while studying science, technology, engineering and mathematics.
Student loans from the Vietnam Bank for Social Policies are not only a policy but also a "bridge" to help dreams come true for students in difficult circumstances./.
