The document of the People's Committee of Nho Quan district clearly stated that the Elmaco cassava starch factory must temporarily suspend production until it meets the conditions prescribed by law and receives permission from the competent authority.
In addition, Nho Quan District People's Committee also assigned Phuc Son Commune People's Committee to preside over and coordinate with the Department of Natural Resources and Environment and relevant agencies and units to regularly inspect and supervise this matter.
Phuc Son Commune propagates and mobilizes people not to gather in crowds causing traffic congestion, affecting security and order in the area.

Previously, on December 17, 2024, the Department of Natural Resources and Environment of Ninh Binh province decided to establish an inspection team to inspect the compliance with environmental protection laws at Elmaco Cassava Starch Export Factory. Up to now, the authorities have not yet had any results in handling this enterprise.
While waiting for the results of the inspection and handling from the authorities of Ninh Binh province, dozens of households in Phuc Son commune still set up tents day and night to guard against pollution. This situation has been going on for more than a month. Recently, when they discovered a truck carrying raw materials into the factory, the people blocked the front of the truck to prevent it from entering.
Although the government has organized propaganda, people said they are still waiting for the final conclusion of the inspection team and Ninh Binh province before stopping setting up protest tents.

Mr. Quach Thanh Hai, a local resident, said that the people resolutely oppose and do not agree with the continued operation of the cassava factory in the area.
"Violations must be strictly handled, and the factory must be closed so that people's lives can be stable and they no longer have to worry about their health, especially the next generation," said Mr. Hai.
