Building a realistic and feasible medium-term public investment plan for 2026-2030

That was the direction of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Tran Duy Dong at the Standing Committee Meeting of the Provincial People's Committee to listen to the report on the development of the medium-term public investment plan for the period 2026-2030. Attending the meeting were members of the Provincial Party Committee Standing Committee, Vice Chairmen of the Provincial People's Committee; leaders of a number of departments and branches of the province.

According to the report of the Department of Finance: The total medium-term public investment plan for the period 2021-2025 of Phu Tho province after consolidation (according to Resolution No. 26 of the Provincial People's Council dated July 23, 2025) is more than 108 trillion VND. In which: Central budget capital is more than 34,246 billion VND; local budget capital is more than 73,877 billion VND.

Director of the Department of Finance Vuong Thi Bay reported and asked for opinions on the plan to develop a medium-term public investment plan for 2026 - 2030.

In developing the medium-term public investment plan for 2026-2030, the Department of Finance presented 3 options. Option 1: Expected capital plan arrangement for projects transitioning from the 2021-2025 period to the 2026-2030 period, ensuring a rate of 20% according to the Law on Public Investment. Option II: Expected capital plan arrangement for projects transitioning from the 2021-2025 period to the 2026-2030 period (100% transition). Option III: From the limitations of options 1 and 2, the Department of Finance proposed for transitional capital, potential increase in revenue from land use; cutting down projects; transferring to the group of "newly started projects".

Discussing at the conference, delegates focused on giving opinions on the contents related to the total expected capital and the capital allocation plan for key projects. At the same time, they proposed to complete the plan for developing a medium-term public investment plan; the capital allocation for transitional projects; the structure and principles of capital allocation and distribution for sectors and fields...

Concluding the conference, Chairman of the Provincial People's Committee Tran Duy Dong emphasized the leading role of public investment in the economy and affirmed: Public investment is considered the "locomotive" for the economy, especially in periods when growth needs to be stimulated. Through public investment, state budget capital will activate and mobilize investment resources from the whole society, promoting public-private cooperation in strategic infrastructure development. Therefore, the development of a medium-term public investment plan for the period 2026 - 2030 is an important task, of key significance to create a strategic breakthrough in socio-economic development in the next 5 years; one of the driving forces to achieve the double-digit growth target. To quickly complete the development of the province's medium-term public investment plan for the period 2026 - 2030, Chairman of the Provincial People's Committee Tran Duy Dong requested the Department of Finance and relevant agencies to review resources, clearly identify the ability to balance capital sources, to build a realistic and feasible medium-term investment plan for 2026 - 2030, meeting the requirements of economic and social development of the province. At the same time, review the list of transitional projects, projects that have been arranged in the annual capital plan, ensuring the principles and criteria for allocating and arranging capital sources. Prioritize the arrangement of refunds, completed transitional projects, transitional projects, ODA counterpart capital works. For the transport sector, allocate maximum capital sources, promote the role of seed capital, lead investment of economic components of public investment to mobilize social resources in the form of PPP, BOT...

For new investment projects, priority will be given to key, large-scale projects that have widespread impacts and make breakthroughs in socio-economic development. Regarding resources for the commune level, the Chairman of the Provincial People's Committee emphasized the principle of trying to decentralize the most revenue sources to communes and wards so that localities can proactively allocate capital for local projects on the basis of decentralization and delegation of authority according to regulations.
