On October 30, Vice Chairman of the People's Committee of Quang Tri province Le Duc Tien chaired a meeting on the draft plan to implement Decision No. 927/QD-TTg dated August 30, 2024 of the Prime Minister and Plan No. 167-KH/TU dated August 19, 2024 of the Provincial Party Committee in implementing Directive No. 34-CT/TW dated April 25, 2024 of the Secretariat on strengthening the Party's leadership in social housing development in the new situation.
According to the report of the Department of Construction of Quang Tri, in order to implement the contents of Decision No. 927/QD-TTg, Plan No. 167-KH/TU and organize implementation, determine the tasks and responsibilities of departments, branches, sectors and localities in organizing the implementation of social housing development in Quang Tri province, the Department of Construction has organized to collect opinions from 12 units, of which 4 units have additional opinions, 8 units agreed to develop a draft plan for social housing development in Quang Tri province.

The draft on social housing construction will be for workers and laborers in industrial parks; students; people with revolutionary contributions; poor and near-poor households in rural areas; households in rural areas in areas frequently affected by natural disasters and climate change; and social housing for other subjects.
According to the plan, Quang Tri strives to complete 9,094 social housing units by 2030, of which 2,310 units will be completed in the 2021-2025 period and 6,784 units in the 2025-2030 period. The goal of the plan is to strive to completely eliminate temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change by 2030.
Mobilize resources to strive to implement social housing development targets according to the housing development program and plan of Quang Tri province for the period 2021 - 2030 and the Project to invest in building at least 1 million social housing units for low-income people and industrial park workers for the period 2021 - 2030 approved in Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister.
It is expected that the social housing areas will be built at the location of Bac Song Hieu Urban Area Phase 2, Nam Dong Ha Ecological Urban Area, Nam Dong Ha Commercial - Service Urban Area, Thuan Chau Urban Area, Nam Song Hieu Residential Area, Residential Area North of Tan So Street and Urban Housing Area combined with social housing in Nam Dong Ha Industrial Park, with a total project area of 302.45 hectares.
At the meeting, representatives of departments, branches and localities said that the plan needs to clearly identify each subject to be supported with social housing; investigate and survey the housing needs for people with meritorious services and housing for the poor; the scale of social housing construction must ensure the actual needs in Quang Tri province; mobilize social resources to build the project...
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Duc Tien emphasized that the development of social housing is a priority issue to provide more support to low-income people in society. In addition, policies must be specified in accordance with the plan for promulgation and implementation. At the same time, all levels and sectors need to make recommendations to the central government on appropriate loan interest rates for businesses and people during the project implementation process.
Vice Chairman of Quang Tri Provincial People's Committee Le Duc Tien requested the Department of Construction to study and specify the conditions for supporting social housing in each locality in the province based on the Housing Law and Land Law, creating favorable conditions for investors to implement projects. Review and issue plans to ensure compliance with the requirements and directions of the Provincial Party Committee and the central government.
