The 2020-2025 term saw major changes as the whole country carried out a comprehensive revolution, ending the operation of district-level administrative units and rearranging commune-level administrative units in a streamlined, effective, efficient and effective manner. After the rearrangement, Bim Son ward had a natural area of 51.84 km2; a population of 45,997 people; 75 party organizations (including 9 grassroots party committees, 31 grassroots party cells, 35 party cells directly under the Party Committee), and 2,641 party members.
Looking back on the past journey, the local Party Committee, government and people have made efforts to overcome many difficulties and challenges, focusing on synchronously implementing the tasks of building the Party and the political system, achieving many important and comprehensive results in the fields of economy - society, national defense - security. Thereby creating a solid foundation for Bim Son ward to enter a new stage of development with the determination to become a rich, beautiful and civilized industrial city.
In recent years, the locality has effectively taken advantage of its geographical location in the northern center of the province, promoting its role as a trading hub and economic growth nucleus to promote the development of trade, services, industry and construction sectors. Thanks to that, in the period of 2020-2025, the local economy has maintained stability and developed positively. The economic structure has shifted towards industrialization and modernization. Average income per capita in 2025 will reach 76.9 million VND/person/year, an increase of 36.1% compared to 2020. Industry and construction have been effective, making an important contribution to local economic development. Many key products have had strong growth, such as: Cement increased by 28.3%, clinker increased by 70.7%, cement packaging increased by 31.9%, and garments doubled. During the term, new products such as car tires, plastic beads, etc. were added, contributing to enriching the product portfolio and enhancing the competitiveness of the local industry. The total state budget revenue in the area has grown steadily over the years, ensuring resources for development investment and social security spending.
Along with the focus on industrial and construction development, service activities are increasingly diversified, well meeting the needs of production and life. Notably, the commodity market is developing richly, with retail revenue in 2025 expected to reach 1,600 billion VND, an average growth rate of 10.0%/year. In addition, educational and cultural services are gradually diversifying in type and quality. Electricity and water sectors are invested and expanded; restaurant and hotel services continue to be effective; transportation services have clearly developed, increasingly meeting the needs of travel and freight transport.
In the agricultural sector, despite being affected by many unfavorable factors, there has been a positive shift towards increasing added value and ensuring food hygiene and safety. During the past term, the entire ward has converted 82.6 hectares of ineffective rice land to crops and livestock with higher economic value. The product value per hectare of cultivated land and aquaculture in 2025 is estimated at 120 million VND, reaching 103.18%. Land accumulation and concentration work has been actively implemented with an estimated area of 19 hectares. The rate of mechanization in production continues to increase, contributing to reducing costs, increasing productivity and improving the competitiveness of agricultural products.

Infrastructure planning and investment work continues to be implemented synchronously and effectively, creating an important foundation for sustainable urban development and investment attraction. Technical infrastructure and social infrastructure continue to be prioritized for investment with many resources, mainly from the State budget, socialization and public-private partnership forms. Up to now, the ward has 7 traffic routes that have been upgraded and renovated and 18 school consolidation projects have been implemented. Essential infrastructure projects such as water supply, waste treatment, electricity and lighting infrastructure have been focused on and actively coordinated with investors to remove obstacles and speed up project progress. The completion of planning and synchronous investment in infrastructure between localities has created an important foundation for Bim Son ward to develop in the direction of a modern industrial - service urban area, with regional connectivity, meeting development requirements in the coming time.
Along with economic development, the cultural and social fields have many strong marks. In particular, digital transformation has been implemented synchronously, comprehensively and achieved many outstanding results. Up to now, the rate of people using digital applications such as VNeID, electronic payment, electronic wallet has reached over 85%. The quality of education and training has been constantly improved, schools have been invested in facilities, teachers have been trained in both professional qualifications and professional ethics, creating favorable conditions for teaching and learning. The annual graduation rate of junior high school and high school is over 99%, students pass university and college entrance exams over 85%. People's health care has been given attention, with an effective grassroots health network, community health programs, and disease prevention being proactively deployed. Social security policies, gratitude, care for people with meritorious services, poor households and vulnerable groups have been fully, promptly and properly implemented. The movement “All people unite to build a cultural life” continues to be effectively implemented in conjunction with the implementation of civilized urban lifestyle. The work of preserving, restoring and embellishing relics is focused.
Promoting internal strength, along with the orientation of becoming a modern, civilized urban area of the northern economic driving force of Thanh Hoa province, term 2025-2030 with the motto of action "Solidarity - Discipline - Dynamism - Development", the ward strives to complete and exceed 29/29 main targets. Specifically including: 14 economic targets, 7 socio-cultural targets, 3 environmental targets, 1 security and order target, 4 targets on Party building and political system.
To realize the set goals, the ward has set out 3 key tasks: Focus on building a clean and strong party organization and political system; Develop the economy in a sustainable direction, promote the development of the private economic sector to become the most important driving force of Bim Son's economy; Develop culture - society, improve the material and spiritual life of the people. Along with 2 breakthroughs: Continue to exploit all resources to develop and upgrade traffic and urban infrastructure in the ward; Promote digital transformation associated with building civilized urban areas.
Entering the 2025-2030 term with high confidence, enthusiasm and determination, the 1st Congress of Bim Son Ward Party Committee, term 2025-2030 with the theme "Building a strong Party Committee and political system; Promoting the strength of the great national unity bloc; Maximally mobilizing and effectively using resources for socio-economic development; Building Bim Son Ward to become a rich, beautiful and civilized urban area by 2030". This is also the consistent orientation for the ward to affirm its position as the economic driving center of the North of the province.
