Previously, implementing the work of local management, on January 3, 2024, Market Management Team No. 3 under the Market Management Department of Soc Trang province conducted a surprise inspection of the HL agricultural materials dealer business household in Soc Trang province.
At the time of inspection, Inspection Team No. 3 of Market Management Team took 02 fertilizer samples to test the quality of goods circulating on the market.
The analysis results showed that the quality of the fertilizer sample did not comply with the National Technical Regulation on Fertilizer Quality QCVN 01-189:2019/BNNPTNT. Realizing that the violation had signs of crime, Market Management Team No. 3 completed the file and immediately transferred the case to the same-level Police Investigation Agency for investigation according to its authority.
On May 23, 2024, the Investigation Police Agency issued a document transferring the case file to administratively sanction the above business household for 02 administrative violations: Trading in counterfeit goods in terms of use value and function; Selling goods with quality that does not comply with corresponding technical standards.
At the request of the Director of the Market Management Department of Soc Trang province, the Chairman of the People's Committee of Soc Trang province issued a Decision to sanction administrative violations against the HL agricultural materials dealer business household, with the total fine amount and forced return of illegal profits of VND 254,300,000, and at the same time applied an additional penalty of revoking the right to use the Certificate of qualified store trading in fertilizers for a period of 4.5 months.
HL agricultural materials dealer business household receives and strictly complies with the Decision on administrative sanctions of the Chairman of the People's Committee of Soc Trang province.
In the coming time, the Market Management Department of Soc Trang province will continue to strictly implement the direction of the Ministry of Industry and Trade , the People's Committee of Soc Trang province, and the General Department of Market Management on strengthening inspection and handling of violations in the business activities of fertilizers and pesticides. Through market inspection and control, it will simultaneously combine dissemination and propaganda so that organizations and individuals doing business in the area will strictly comply with the provisions of law on fertilizer and pesticide trading; ensuring the legitimate rights of businesses and consumers. Continue to direct the Market Management Teams to strengthen the management of the area, deploy professional measures to improve the effectiveness of state management in the business activities of fertilizers and pesticides in order to promptly detect and strictly handle violations in this business activity according to the law.
