40% of institutional recommendations are well-founded, Prime Minister requests immediate handling

On the afternoon of September 20, Prime Minister Pham Minh Chinh, Head of the Steering Committee for reviewing and handling difficulties in the system of legal documents, chaired the sixth meeting.

According to the Prime Minister, institutions are one of three strategic breakthroughs, recently identified as the breakthrough of breakthroughs but still the bottleneck of bottlenecks. Therefore, the policy of the Party, headed by General Secretary To Lam, is to turn institutions from "the bottleneck of bottlenecks" into a national competitive advantage.

It is imperative to review, build and perfect institutions.

At the Central Steering Committee's thematic meeting on institutional and legal improvement on August 5, the agencies determined that nearly 40% of the recommendations were well-founded, with 834/2,092 recommendations related to 789 legal documents.

General Secretary To Lam requested to closely follow the target of Resolution 66 of the Politburo , resolutely complete the removal of legal "bottlenecks" in 2025 and "cannot delay any further".

In that spirit, the Prime Minister emphasized three goals: resolutely reviewing, building, and perfecting institutions to shift from primarily managing and "if you can't manage, then ban" to creating development and serving the people.

Carefully review to promote decentralization, delegation of power, and assignment of responsibilities; linked with resource allocation and improving implementation capacity. Reduce procedures for the two-tier local government model. Improve development creation capacity and quality of service to the people.

Regarding specific tasks: continue to complete the review results; clearly define the content, plan and time limit for handling, especially with problems caused by legal regulations.

Publicly publish the official response of the ministry and branch on the ministry's electronic information portal and the National Law Portal; and at the same time send it to the agencies and organizations that have reflected and recommended.

Proactively research and use the review results to build and perfect the legal system according to the proposed roadmap. With the shortcomings in the draft law, it is necessary to synthesize and handle them immediately.

Classify recommendations to be assigned to ministries for processing.

Based on the review results, reflections and recommendations of provincial Party Committees, associations and enterprises sent after the Ministry of Justice reported to the Central Steering Committee, the Prime Minister assigned the Ministry of Justice to classify and forward to relevant ministries and branches for research, acceptance and proposed handling.

Regarding legal documents affected by the organizational restructuring, the Prime Minister requested ministries, branches and localities to proactively handle, take responsibility and ensure timely resolution; focus on completely removing "bottlenecks".

The completion of document review must clearly define the plan and roadmap for handling and be completed no later than October 1, in order to ensure a legal basis for localities to amend, supplement, abolish, replace or issue new documents.

The Prime Minister emphasized that, following the direction of General Secretary To Lam, it is necessary to continue to resolutely implement measures to basically remove all institutional barriers by 2025, creating a development foundation for the coming period.
