At the same time, people are advised to reinforce houses, warehouses, advertising signs, trim trees, and reinforce high towers. Mobilize shock troops and volunteers to support schools, health stations, policy families, and single people to reinforce their houses. Agencies, offices, factories, and enterprises proactively reinforce their headquarters and move equipment to safe places.
Quang Tri province requires investors to direct contractors to urgently deploy response plans for storm No. 10, ensure safety for construction works, evacuate staff and workers to safe places, and complete before 3:00 p.m. on September 28. Localities urgently harvest summer-autumn crops and aquatic products with the motto "green at home is better than old in the fields"; proactively relocate livestock and poultry in areas at risk of deep flooding to safe places.
In addition, review and proactively stock up on food and necessities in areas that are frequently isolated. Have plans to evacuate people to safe shelters when rain, floods, and storms occur; if necessary, forced relocation. Based on the actual situation, proactively let students stay home from school to ensure safety; ensure the safety of dams, reservoirs, hydropower plants, and downstream areas; ensure smooth communication, electricity, and traffic in all situations.
Local authorities inform people that the hotline number for receiving information about incidents, natural disasters, catastrophes, and rescue is 112 for use when situations arise. Functional forces organize forces on duty, ready to respond to situations that may occur, especially proactively regulating and increasing boats and canoes to support communes and wards at risk of flooding, the mobilization must be completed before 12 o'clock on September 28.
To cope with storm No. 10, the Quang Tri Provincial Border Guard Command has strongly directed units on both routes to increase 100% of their on-duty personnel and ready vehicles including 47 cars of various types, 6 ships and 29 canoes in case of emergency. At the same time, coordinate with local authorities to inspect vulnerable points, dams, areas at risk of landslides and proactively plan to evacuate people.
On the afternoon of September 27, the working delegation led by Quang Tri Provincial Party Secretary Le Ngoc Quang inspected and directed storm response at the Ron storm shelter, the Thermal Power Plant (Phu Trach commune) and Vuc Tron lake (Hoa Trach commune). In addition, the working delegation led by Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Permanent Vice Chairman of the Quang Tri Provincial People's Council Nguyen Chien Thang also inspected and directed storm prevention at the Cua Viet storm shelter, My Thuy port project, and Nam Thach Han irrigation project.
