The agreement aims to support the implementation of the Project "Improving the capacity of lecturers and managers of higher education institutions to meet the requirements of fundamental and comprehensive innovation in education and training in the 2019-2030 period" (Project 89) and develop other relevant academic cooperation.
Speaking at the ceremony, Ms. Nguyen Thu Thuy - Director of the Department of International Cooperation said: With the goal of training high-quality human resources, Project 89 focuses on improving the quality of teaching and research at universities, promoting international integration, and building a team of lecturers with high academic qualifications.


Since July 2024, the Department of International Cooperation has worked with the Australian Embassy in Vietnam, expressing its desire to seek educational institutions to accompany the implementation of Project 89, helping to improve the capacity of lecturers and managers of higher education institutions. This effort quickly received enthusiastic support from Australia, including the University of Technology Sydney (UTS).
Currently, the relationship between Vietnam and Australia has been upgraded to a Comprehensive Strategic Partnership, in which education and training cooperation continues to be one of the top priorities. The University of Technology Sydney is one of Australia's prestigious, high-quality universities, ranked high in world rankings.
According to the agreement, the parties will support Project 89 students to carry out training and research programs at the University of Technology, Sydney. The agreement is also the legal basis for UTS to provide financial support to students such as tuition fee reduction, compensation for living expenses that are different from the regulations of Project 89 and other related fees.

“The signing of the agreement will increase opportunities for Vietnamese lecturers to study doctoral programs at UTS, while opening up many directions for cooperation in academic exchanges, joint research and connections between training institutions. We expect the number of applicants to increase in the coming time after the agreement is implemented,” said Director Nguyen Thu Thuy.
At the signing ceremony, representatives of the University of Technology Sydney pledged to create the most favorable conditions for PhD students of Project 89. Specifically, UTS will accept the financial proof letter issued by the Department of International Cooperation, helping PhD students not to have to pay tuition fees or deposits before applying for a visa or enrolling.
At the same time, the school will support the full compensation of the difference in tuition and living expenses compared to the level prescribed in the Project, with a maximum period of 3.5 years for the PhD program and 2 years for the Master's program.
In addition, UTS will support connecting candidates with suitable supervisors right from the application stage, and closely coordinate with the Department of International Cooperation in management work, regularly reporting on the learning situation of graduate students from admission to graduation and return home.
