Three breakthroughs in the Emulation Movement for Victory

The Emulation Movement for Victory, period 2019 - 2024, was led, directed and deployed synchronously, comprehensively, resolutely and effectively by the Party Committee and the Border Guard Command of Lao Cai province, contributing to the successful completion of assigned political tasks.

Following the direction and guidance of superiors, the Party Committee and the Provincial Border Guard Command have proposed many policies and solutions to lead and direct the Emulation Movement to Win in line with the actual situation, and at the same time concretize the policies and solutions in plans and instructions for implementation. The subordinate agencies and units have creatively applied and innovated the content, form and methods of organizing emulation, especially peak emulation and raid emulation competitions in the direction of focusing on the grassroots, closely following the key and sudden tasks, weak links and weak aspects to organize practical and effective emulation. The Emulation Movement to Win is also directed to implement 3 breakthroughs: fighting against illegal entry and exit, drug trafficking and smuggling across the border; improving the quality of training; strengthening the building of regulations, compliance with discipline, laws and ensuring safety.

The Emulation Movement for Victory of Lao Cai Border Guards has always been vibrant, widespread, and in-depth, directly contributing to building strong agencies and units in terms of politics, ideology, ethics, organization, and cadres. Agencies and units have well organized political activities, thoroughly grasped and implemented the study of resolutions, directives, conclusions, and regulations of superiors. Every year, the number of troops participating in the study always reaches 96.7%; the annual training results always meet 100% of the requirements, of which 75.8% are good and excellent. Units combine political education with history and tradition education, promoting the study and following of Ho Chi Minh's ideology, ethics, and style and the 5 standards of "Uncle Ho's Soldiers" in the new period. Information, propaganda and ideological orientation work for soldiers has many innovations, contributing to building steadfast and firm political will in cadres and soldiers, promoting determination, overcoming difficulties, and being ready to receive and complete well all assigned tasks.

The results of the Emulation Movement for Victory are an important driving force for agencies and units to excellently complete all assigned tasks. The Party Committee and the Provincial Border Guard Command have directed agencies and units to proactively grasp, analyze, evaluate, and forecast the situation related to the border, peripheral border, and on the border, promptly advise the Party Committee and the government on appropriate policies and measures, and effectively resolve emerging issues, avoid being passive and surprised, and firmly protect territorial sovereignty and national border security in all situations. Units synchronously and effectively implement measures for border management and protection, maintain strict implementation of border agreements, treaties, and regulations; coordinate with all levels, sectors, and localities to monitor, fight, resolve, and handle border incidents and events in accordance with policies, laws, and foreign policies. Over the past five years, Lao Cai border guard units have organized 11,340 patrols and border control protection sessions.

In the emulation movement to fight against all kinds of crimes to protect political security and social order and safety in the border area, the Party Committee and the Provincial Border Guard Command have focused on leading and directing to improve the quality of the work of grasping, analyzing, synthesizing and handling the situation. From there, they have proactively grasped and detected early and remotely the plots and methods of operation of hostile forces and all kinds of crimes, promptly advised and proposed to superiors on policies and measures to prevent and fight effectively, not to be passive. Lao Cai Border Guard has proactively developed professional plans and peak periods of attacking crimes, effectively fighting against all kinds of crimes, especially drug crimes, human trafficking, illegal trading and transportation of weapons, explosives, smuggling and trade fraud. From here, many typical examples of proactive spirit, actively attacking crime, intelligence, bravery, solidarity and cooperation, achieving many achievements, contributing to maintaining political security and social order and safety.

The units have focused on innovating the organization and training methods according to the motto "basic, practical, solid"; attaching importance to synchronous, in-depth, and practical training, focusing on political education, border protection management and border gate, squad-level tactics, proficient use of weapons provided, and command of troops. Currently, 14/19 grassroots units have been recognized by the Border Guard Command as comprehensively strong units.

In order to actively participate in building and consolidating political bases, developing the economy, culture and society in border areas, the Provincial Border Guard Party Committee and border posts have signed coordination regulations with district and city Party Committees and Party Committees of border communes, wards and towns. Thereby, the role of cadres participating in local Party Committees, cadres holding the position of deputy secretary of border commune Party Committees has been promoted; Party members participating in activities at village and hamlet Party cells in advising on the implementation of many programs and models, helping people develop the economy and society. The emulation movement of labor, production, ensuring logistics, technology, finance, health care, maintaining and improving the lives of soldiers has been deployed synchronously and comprehensively, promptly meeting the requirements of regular and unexpected tasks. Currently, most units have been self-sufficient in green vegetables, actively increasing production to improve the lives of soldiers; ensuring the number of healthy soldiers reaches 98.5% or more. Units strictly maintain the regime and order of technical work, especially in the management, preservation, exploitation and use of weapons and technical equipment to ensure tightness and efficiency; focus on the preservation, maintenance, repair, exploitation and use of weapons in the establishment, new technical equipment, and maximize the features, techniques and tactics to serve political tasks.

The work of building and replicating advanced models is given importance; closely combining the building and replicating advanced models in the emulation movement with the discovery and replication of advanced models in all fields; maintaining, promoting and replicating existing models with the discovery and construction of new models, new models, new factors; valuing both comprehensive and individual advanced models. In the period of 2019 - 2024, the Provincial Border Guard Command has 286 collectives and 1,263 individuals being commended, of which the Prime Minister awarded Certificates of Merit to 6 collectives and individuals; the Ministry of National Defense awarded Certificates of Merit to 29 collectives and individuals.

The results of the Emulation Movement for Victory are the driving force for Lao Cai border guards to overcome difficulties and successfully complete assigned tasks, especially in the task of protecting sovereignty and border security; building a "model, typical" and strong, disciplined unit; and a clean and strong Party organization, which is recognized and highly appreciated by all levels, sectors, Party committees and local authorities.
