According to the high school graduation exam regulations recently issued by the Ministry of Education and Training, 3 cases will be exempted from all exams in the high school graduation exam period from 2025 onwards, including:
Article 39 of Circular 24/2024 stipulates that there are 3 cases where candidates are exempted from all subjects in the high school graduation exam. Candidates need to pay special attention to ensure their personal rights.
Case 1 , candidates are summoned to participate in the national team selection exam for the International Olympic or Regional Olympic cultural subjects. In this case, candidates must meet all the following conditions: Being summoned in the second semester of grade 12; having good training results for the entire year of grade 12; having good learning results for the entire year of grade 12; having their name on the list of exemptions from the exam of the Ministry of Education and Training .

Case 2: Candidates in the team participating in international or regional Olympic competitions in science, technology, culture and arts. Candidates must meet all the following conditions: Being called up for the second semester of grade 12; training and study results for the entire grade 12 year must be at least pass; be named in the official letter requesting exemption from the exam and confirming participation in training and taking the exam in accordance with the regulations of the selection agency sent to the Department of Education and Training before the high school graduation exam date.
Case 3: Candidates are people with extremely severe disabilities and people with severe disabilities as prescribed in Decree No. 28/2012 of the Government ; resistance fighters infected with toxic chemicals with a labor capacity reduction of 61% or more; children of resistance fighters infected with toxic chemicals, who themselves have a labor capacity reduction of 61% or more.
According to the Circular, if a person with a disability studies under the general education program, he/she must complete high school, meet the requirements to take the exam, and have a certificate of disability issued by a competent authority.
As for people with disabilities who cannot meet the general education program, the principal of the high school where they register to study must confirm the results of implementing the individual education plan each year at the high school level, and have a certificate of disability issued by a competent authority.
For resistance fighters and children of resistance fighters infected with toxic chemicals, they must have completed high school, be eligible to take the exam, have a certificate of chemical exposure and a reduction in working capacity of 61% or more issued by a competent authority.
The 2025 high school graduation exam is scheduled to take place on June 26-27. Candidates will take 4 subjects, including 2 compulsory subjects (Literature, Mathematics) and 2 optional subjects (among the remaining subjects studied in grade 12 including: Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, Technology).
Literature will be tested in essay format with a time limit of 120 minutes. The remaining subjects will be tested in multiple choice format, in which Math will have a time limit of 90 minutes, the remaining subjects will have a time limit of 50 minutes.
Compared to previous years, the 2025 high school graduation exam has 1 less exam session and 2 less exam subjects.
