The Department of Irrigation Works Management and Construction, Ministry of Agriculture and Environment, said that by 4 p.m. on August 27, storm No. 5 had caused flooding, affecting about 112,907 hectares of rice and crops in the Northern and North Central regions; of which, more than 111,933 hectares were rice fields.

In the Northern region, the total affected area is estimated at 42,988 hectares, including 42,014 hectares of rice. Ninh Binh is the most severely affected locality with 31,824 hectares flooded, of which rice accounts for 31,560 hectares. Hanoi also recorded 5,368 hectares of rice affected; Hung Yen 3,100 hectares (of which 2,800 hectares are rice); Phu Tho 1,935 hectares of rice; Lao Cai 762 hectares (480 hectares of rice).

Heavy rain damaged many vegetable areas in Hung Yen province.

In the North Central region, the total area of ​​flooded and damaged rice is estimated at nearly 70,000 hectares; of which Nghe An is the locality with the largest area with over 27,833 hectares, followed by Ha Tinh with 20,802 hectares, Thanh Hoa with 18,876 hectares and Quang Tri with 2,408 hectares. In addition, the whole region also has about 7,983 hectares of vegetables affected and damaged by heavy rain.

Faced with the complicated weather, localities have actively implemented flood control work. In the North, localities are currently operating 653 pumping stations with 2,780 machines, along with 28 drainage culverts to support flood control. Specifically: Hanoi is operating 234 stations with 922 machines; Ninh Binh 104 stations/418 machines; Hung Yen 127 stations/447 machines; Hai Phong 86 stations/437 machines; Phu Tho 20 stations/59 machines; Bac Ninh 66 stations/399 machines; Bac Nam Ha Company manages 11 stations with 85 machines. The drainage system includes 14 culverts in Hanoi, 12 culverts in Ninh Binh and 2 culverts in Hung Yen.

In the North Central region, localities are also operating 63 pumping stations with 303 machines and many important drainage culverts such as Au Bao Van, Au My Quan Trang, Nghi Quang, Ben Thuy, Dien Thanh, Do Diem, Trung Luong, Tay Yen... to quickly drain water and protect crops.

Currently, localities are continuing to closely monitor the situation, update damage and strengthen the operation of irrigation works to protect agricultural production, minimizing damage caused by prolonged heavy rain.

Regarding the situation of irrigation works, in Thanh Hoa province: 625 m of canals were eroded and damaged; 2 temporary dams (Bai Bay dam in Minh Son commune and Gieng Su dam in Thach Lap commune) were eroded; 10 m of river bank was eroded (right bank of Chu river in Lam Son commune).

Besides, also in Thanh Hoa, the embankment was eroded and damaged with a landslide length of 300 m, landslide volume of 1,380 ^m3 (the embankment of Quang Trung, Long Son, and International ports in Nghi Son ward; the right bank of T2 drainage canal, Tong Son commune was broken, the length of the breach was 50 m.

The Department of Irrigation Construction and Management recommends that localities and units closely monitor weather developments, water levels and the current status of works, paying special attention to vulnerable reservoirs, reservoirs with sluice gates, and densely populated downstream areas when it rains in the reservoir basin. For works under construction, there must be appropriate construction plans to ensure that no incidents occur, and absolutely do not implement items that do not meet the construction progress to overcome floods.

Units shall operate reservoirs in accordance with approved operating procedures. Reservoirs shall have flood discharge gates, adjust reservoir water levels to ensure safety of the works and not discharge floods abnormally, causing unsafety to downstream areas; at the same time, reasonably store water in reservoirs with low storage capacity; strictly carry out early warnings to downstream people before reservoirs discharge floods and when there is a risk of an incident.

Units organize 24/7 duty during times of rain and floods; arrange permanent personnel at construction sites at risk of incidents, and reservoirs full of water to promptly handle unusual situations according to the "four on-site" motto when there is a risk of construction incidents.
