Abolish the pilot establishment of the Ho Chi Minh City Public Administration Service Center

On the morning of June 28, at the 23rd session of the 10th term Ho Chi Minh City People's Council (special session), delegates unanimously agreed to abolish the entire Resolution No. 73/NQ-HDND dated September 27, 2024 of the Ho Chi Minh City People's Council on the pilot establishment of the Ho Chi Minh City Public Administration Service Center.

According to the review of the Legal Committee of the Ho Chi Minh City People's Council, at the time of promulgation of Resolution 73, the pilot model of the one-level Ho Chi Minh City Public Administration Service Center was based on the implementation of Resolution 108 of the Government . However, on June 9, 2025, the Government issued Decree 118 specifying the organizational model of the Public Administration Service Center in provinces and centrally run cities.

To implement the City Public Administration Service Center in accordance with the new regulations of the Government and to unify the policy of the Standing Committee of the City People's Committee Party Committee to implement the model of the City Public Administration Service Center under the Office of the Ho Chi Minh City People's Committee.

Therefore, the continued implementation of Resolution 73 will no longer be consistent with the city's policy and the new regulations of the Central Government. The abolition of Resolution 73 is a necessary step to standardize the organizational model, and at the same time prepare conditions for the effective implementation of the model of the Ho Chi Minh City Public Administration Service Center.

The implementation of the model of the Ho Chi Minh City Public Administration Service Center under the Office of the Ho Chi Minh City People's Committee helps to streamline the focal points, avoid overlap, improve the effectiveness of direction and administration, and create convenience for people and businesses when carrying out administrative procedures.

The establishment of the Public Administration Service Center under the Office of the City People's Committee is under the authority of the Chairman of the Ho Chi Minh City People's Committee.
