Talking to us, Lieutenant Colonel Dinh Van Phong, Commander of the 140th Information Regiment, said that the exercise is the basis to help the unit improve its command capacity, technical and tactical level and ability to ensure TTLL in all situations, so with each exercise, the leaders and commanders of the Regiment have implemented synchronous solutions, prepared carefully, and commanded flexibly and decisively to complete the task of ensuring TTLL.
First of all, it is necessary to do a good job of educating the mission, raising awareness of responsibility for all officers and soldiers participating in ensuring communication, thereby building determination, overcoming difficulties, and mastering information equipment for officers and soldiers in the unit. Throughout the process of performing the mission, the unit commander regularly cares for, encourages, and commends officers and soldiers.

In fact, during the exercise, the role of the commander is decisive for the smooth operation of the information system. Officers must closely monitor the situation of the TTLL, continuously check the operating status of the stations, information stations, grasp the signal quality and promptly detect arising problems.
The rational allocation of radio stations and information stations at important tactical positions, with good visibility and little obstruction, will ensure maximum coverage and smooth communication. Make the most of the types of TTLL in a flexible way: Use radio for fast-moving units that need instant information; wire for fixed command posts or outposts that need stable and secure transmission lines. In exercises with electronic warfare elements, use electronic jamming and suppression measures to deal with the reconnaissance and sabotage capabilities of the "enemy", while firmly protecting our communication channels.
According to Lieutenant Colonel Dinh Van Phong, the preparation phase is the backbone of ensuring TTLL. Comprehensive and meticulous research and assessment of the situation; in-depth analysis of terrain (for example, high mountains can cause signal obstruction, plains are susceptible to interference from civilian equipment), weather conditions (heavy rain, dense fog can affect visibility and radio signal quality) and potential factors causing electromagnetic interference from external sources are the basis for building a suitable and flexible TTLL plan, including clearly identifying the main and backup TTLL systems.
“For example, in ensuring the TTLL CH - CQ exercise in 2023, although radio is the main means of communication for unit commanders in combat, the Regiment uses wired channels for fixed positions as a backup plan. This preparation requires each officer and soldier to have a firm grasp of the deployment location, designated frequency channel, information encryption rules and standard communication procedures,” said Lieutenant Colonel Dinh Van Phong.

In addition, the preparation process for unexpected situations is extremely important. The staff must always set out possible scenarios when TTLL is completely interrupted by an enemy electronic attack; is severely jammed or loses contact with a specific unit and prepare detailed handling plans such as frequency conversion, using emergency communication channels or deploying relay stations.
Lieutenant Colonel Pham Van Doan, Deputy Regiment Commander - Chief of Staff of Regiment 140, said: “To ensure feasible plans, all TTLL equipment, from handheld radios, long-range radio communication devices to encryption devices, must be thoroughly checked for operating status, battery capacity, fuel reserves and full necessary accessories.
Along with that, we also organize training, not only focusing on the skills of exploiting and using equipment proficiently, but also providing in-depth training on communication procedures under high pressure conditions, how to quickly handle technical problems and especially information security measures to counter eavesdropping or decoding efforts from the "enemy" side...

It is known that after each exercise, the 140th Information Regiment always holds a conference to evaluate the results and draw lessons comprehensively. Thereby, thoroughly analyze the results achieved while pointing out the weaknesses, shortcomings and specific causes leading to those problems and measures to overcome similar situations in the following exercises.
“These are valuable practical lessons and indispensable reference materials that contribute to improving the capabilities, professional qualifications, and mastery of weapons, equipment, and materials, meeting the mission requirements of ensuring “timely, accurate, confidential, and safe” communication of the TTLL Army in general and Regiment 140 in particular,” affirmed Senior Lieutenant Colonel Dinh Van Phong.
