Ho Chi Minh City has reported data on the number of people receiving scholarships and training costs.

According to the summary data of 10 years of implementing Decree No. 143 of the Government regulating the reimbursement of scholarships and training costs compiled by the People's Committee of Ho Chi Minh City, the number of students receiving scholarships and training costs is 9, of which 8 people study abroad and one person participates in a training program in the country. The number of people who comply with the mobilization of state agencies is 6; 3 people have to refund scholarships and training costs because they have not worked long enough as prescribed (currently all 3 have made refunds).
Also in the report on scholarship reimbursement and training costs to the Ministry of Education and Training, Mr. Duong Anh Duc, Vice Chairman of the Ho Chi Minh City People's Committee, gave an assessment of the results achieved in the implementation of Decree 143 and the guiding document. Accordingly, sending people to study abroad using the state budget is in accordance with the policy of training high-quality human resources to serve the country in continuing to promote industrialization and modernization of the country until 2030, with a vision to 2045.
The issuance of Decree 143 and its implementing documents to meet the requirements of state management, economic management, social management and to ensure that state budget resources are used for the right purposes and for the right subjects according to the provisions of law is very important and correct.
In addition, the Ho Chi Minh City People's Committee also pointed out the difficulties, obstacles, shortcomings, and limitations in the practical implementation of Decree 143 and the guiding documents. That is, learners who participate in domestic training programs according to training orders approved by the Prime Minister must commit to fully or partially reimbursing training costs provided by the state budget according to the provisions of Decree 143, which will create a fear of being bound, leading to a number of learners choosing to self-finance when participating in training to improve their professional qualifications.
Therefore, Ho Chi Minh City proposes and recommends amending and supplementing the provisions of Decree 143 and the implementing guidance document. Specifically, it recommends that competent authorities continue to strengthen international cooperation to seek scholarship programs for cadres and civil servants, especially prioritizing key economic sectors and fields that are receiving attention and focus from the State to promote development. Continue to implement scholarship programs throughout from central to local agencies, creating conditions for provinces and cities to develop synchronously, evenly and comprehensively.
Ho Chi Minh City also recommends that competent authorities continue to research and supplement the following regulations: Assigning participants, lending full or partial training costs, regulations on reimbursement of costs in multiple installments for cases where officials and civil servants apply for scholarship programs from international organizations in specialized fields suitable to their field of work; Committing to performing tasks and public service at the agency after completing the training program to contribute to improving the quality of human resources and the effectiveness of management work of agencies and organizations.
