Storm No. 10: Ministry of Construction prepares conditions to overcome construction incidents

On September 29, Deputy Minister of Construction Le Anh Tuan signed and issued urgent dispatch 68/CD-BXD on focusing on responding to and overcoming the consequences of storm No. 10 and post-storm floods.

The telegram requests: The Department of Economics - Construction Investment Management directs Project Management Boards, investors, contractors, and related units to ensure construction safety and prevent landslides during the rainy and flood season; at the same time, deploy response work to rain and floods, prepare conditions to promptly overcome construction incidents, and coordinate to ensure smooth traffic on routes that are both under construction and in operation.

The Department of Construction of localities in the areas affected by natural disasters closely coordinates with local levels, sectors, Road Management Areas and units managing and maintaining roads, railways and waterways to proactively overcome incidents caused by storms, floods and rains, conduct traffic diversion and ensure traffic on roads and waterways under their management; coordinate with the road, railway, maritime and waterway sectors in managing transportation, increasing tolls, and transferring passengers and goods when required.

To focus on responding to and overcoming the consequences of storm No. 10 and the floods after the storm, the Ministry of Construction also requested the Vietnam Road Administration to direct its affiliated units to proactively carry out the work of overcoming the consequences of floods, ensuring safety for people and vehicles traveling on national highways and expressways.

Specifically, continue to focus on checking and reviewing areas at risk of flooding, landslides, and flash floods to have a plan to handle and divert traffic from afar; arrange forces to guard and guide traffic at locations that are deeply flooded and have strong currents, especially through tunnels, spillways, ferry terminals, and pontoon bridges; assign people to guard, install buoys, barriers, and signals at locations with deep flooding, overflow tunnels, broken road sections, and landslides... resolutely not allowing people and vehicles to pass when there is still a risk of not ensuring safety.

For locations with large landslides and slides causing traffic jams, direct road management and maintenance units to coordinate with localities to immediately deploy remote traffic diversion plans, promptly fix the problem, mobilize maximum machinery, equipment and human resources available in the area to ensure traffic clearance in the fastest time. Note that it is necessary to ensure the safety of forces and vehicles participating in overcoming flood incidents on traffic routes.

Agencies and units are proactive and ready to support and coordinate with the Department of Construction of localities where national highways are currently experiencing traffic congestion to urgently resolve and ensure the fastest route clearance, especially on main traffic axes and routes serving rescue and relief work.

The Vietnam Railway Authority and Vietnam Railway Corporation direct railway management and maintenance units to continue strictly implementing patrol and guard regimes at key works and locations, key areas such as bridges and weak roads that are prone to flooding; areas prone to flash floods, steep mountain passes that often have falling rocks and landslides, and railway areas downstream of dikes, irrigation dams, and reservoirs.

At the same time, direct units to concentrate vehicles, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time. Have plans to stop trains, stretch trains, increase trains, and transfer passengers when floods cause flooding and landslides in sections where trains must stop.

Vietnam Maritime Administration and Vietnam Maritime Safety Corporation urges units managing and maintaining waterways and routes to urgently review and count buoys and signals lost or drifted due to storm No. 10; promptly deploy buoy and signal systems immediately after floods. At the same time, direct subordinate units and units managing and maintaining waterways to regularly check, review, and request watercraft not to anchor near river crossing structures; regularly monitor and grasp the situation. If a drifting vessel is detected, it must be promptly notified to the competent authorities for handling.

The Civil Aviation Authority of Vietnam directs airlines and aviation service companies to closely monitor weather developments in areas affected by storms and floods to adjust or change flight schedules accordingly to ensure absolute safety of flight operations. In addition, direct units to strengthen inspection of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.

Agencies and units organize 24/7 duty and promptly report to the Civil Defense Command (Ministry of Construction) any unexpected or arising issues according to regulations.
