Speaking at the opening ceremony of the 2025 Higher Education Conference organized by the Ministry of Education and Training on September 18 in Hanoi, Minister of Education and Training Nguyen Kim Son emphasized that the conference is an annual activity to review the results of the past year and determine tasks for the coming year.
The Minister also said that the Politburo has just issued Resolution No. 71, affirming that education and training is the top national policy, the decisive factor for the country's future. The Resolution opens up opportunities but also sets out many new requirements, especially for higher education.
According to statistics from the Ministry of Education and Training, the number of candidates admitted to university in the first round of 2025 on the system is 773,167 (an increase of 95,181 candidates compared to 2024) out of a total of 849,544 registered candidates.
However, the number of candidates who confirmed admission in the first round was 625,477. According to the Ministry of Education and Training, the number of candidates who confirmed admission has increased sharply compared to last year. However, there are still 147,690 candidates who passed the entrance exam but did not enroll in university, accounting for 19.1%.
Professor Nguyen Tien Thao, Director of the Department of Higher Education, said that the bright spot this year is that the groups of majors that have received special attention from the Government in recent times, such as key technology and engineering, have received more registrations from candidates; the benchmark scores for pedagogical majors have increased, showing greater attention from society.
In the 74 majors with a standard score based on the high school graduation exam score of 28/30 or higher, there are 50 pedagogical majors and 17 key technical majors and strategic technologies (computer science, artificial intelligence, semiconductor microchips, control and automation...).
Currently, the country has 11 universities, 173 public colleges and academies; 67 private universities and foreign-invested institutions.
Regarding the team of university management staff and lecturers in 2025, the administrative block will be 35,999 people, the permanent lecturer block will be 82,451 people. By 2025, the total number of professors and associate professors nationwide will be 6,814; the number of PhDs will be 29,463.
At the conference, the Ministry of Education and Training also distributed a survey on university admissions from 2026 to delegates of more than 200 universities.
In particular, with the admission based on high school transcripts, the Ministry of Education and Training offers two options: to abolish or continue using it.
Considering academic records is a method of admission used by many schools in recent years, but is controversial.
In the survey, the Ministry of Education and Training also asked for opinions on the number of wishes for each candidate. The Ministry proposed three options for schools to comment on: a maximum of 5, 10 wishes or continuing with an unlimited number of wishes.
This year, the total number of applications is up to 7.6 million, with an average of nearly 9 applications per student, compared to only 5 in previous years. Nearly 31% of candidates registered from 5 to 10 applications. Not limiting applications helps candidates increase their chances of admission and reduce pressure, but overloads the Ministry's general application software.
