In the document guiding university and college admissions in 2025; the Ministry of Education and Training requires training institutions (CSDT) to issue admission information and admission regulations according to regulations (exam regulations and separate exam organization plans for CSDTs organizing exams). Each CSDT is assigned a code and given an account (username and password) to use in admissions.
When logging into the System, CSĐT must update complete and accurate information; be responsible for the accuracy of data and information posted on the System. Specify specific admission conditions for candidates participating in the High School Graduation Exam in 2025 and before 2025.
The CSĐT's enrollment information must be provided in full, with the correct structure and format and ensure the authenticity of the enrollment information and data according to the instructions of the Ministry of Education and Training; in which it is necessary to pay special attention to a number of regulations that have been adjusted in the Enrollment Regulations such as: school code in enrollment, enrollment code, equivalent conversion, for equivalent conversion rules, latest announcement time and time of announcement of input quality assurance threshold; information related to quality assurance conditions is linked to the public address... input standards of the training program that have been issued, additional criteria for admission to training majors (especially teacher training majors).
In addition, the information must be easy to understand and clear so that candidates do not confuse the names of the CSDT; admission to CSDT branches with CSDT; between CSDT training programs; implementing the application of regulations on regional and subject priority points for all admission methods in accordance with the provisions of the Admission Regulations (cannot stipulate, notify or require candidates to register their first wish on the System to be considered for admission (except in the case of candidates registering for CSDTs belonging to the Public Security and Military sectors);
The CSĐT must ensure absolute accuracy and consistency of the admission information declared in the System with the information in the admission information such as: CSĐT code, admission code (program/major/group of majors, admission method, combination, admission quota and sub-criteria...).
Making mistakes in this stage will seriously affect the rights of candidates and directly affect the system's enrollment work. CSĐT is responsible for explaining the contents of enrollment information to the Ministry of Education and Training, competent authorities, and relevant parties according to regulations and requirements; is responsible before the law for enrollment work, conditions to ensure the quality, completeness, and accuracy of the contents of enrollment information. CSĐT's enrollment information must be posted on CSĐT's electronic information page (on the home page);
The Ministry of Education and Training also requires that, before and during the enrollment period, the CSDT continues to review enrollment information, including: quotas, majors, methods, and admission combinations; exams/subjects multiplied by coefficients when considering enrollment, conversion rules equivalent to input thresholds and admission scores, additional criteria, aptitude subjects, aptitude subject admission scores (if any), admission methods; additional admission methods and conditions (if any)...;
In case of need to adjust or supplement the admission information within the prescribed time, it is necessary to comply with the regulations and instructions and the adjustment must ensure that it does not affect the rights of candidates who have registered for admission to CSDT.
For example: CSĐT opens more majors and adjusts quotas for newly opened majors; the number of registered candidates is lower than the expected quota for some majors, so it is necessary to adjust the surplus quota for nearby majors in the group; adjust to unify the declared information on the Business System with the report on determining quotas and admission information published on CSĐT's electronic information page...
In addition, it is necessary to update changes in enrollment information on the Ministry of Education and Training's enrollment portal for reporting and serving inspection and examination work;
The CSĐT adjusts and publicizes on the CSĐT website and updates the Equivalent Score System to receive application files for admission with different admission combinations, after having the high school graduation exam results and other conditions not contrary to the Admission Regulations.
The CSĐT is responsible for regularly updating the database on the HEMIS system (to serve the work of determining enrollment targets for 2025), publicly and transparently announcing quality assurance conditions in determining enrollment targets, pre-selection conditions, admission, admission combinations, quality assurance thresholds, and CSĐT's priority policies associated with the requirements of the training sector.
For teacher training majors and majors in the health sector that are licensed to practice, CSDT using high school exam scores for admission must update the admission threshold before 5:00 p.m. on July 23, 2025. In addition, review and accurately update the pedagogical quotas announced by the Ministry of Education and Training on the Quota Determination Reporting System and the professional page; at the same time, synchronize enrollment information on the Admissions Portal, ensuring consistent and accurate information.
