On the morning of September 18, the Ministry of Education and Training held the 2025 Higher Education Conference. According to Prof. Dr. Nguyen Tien Thao - Director of the Department of Higher Education (Ministry of Education and Training), in 2025, the total number of candidates registered for the exam will reach 852,000 with 7.6 million wishes for more than 4,000 majors and training programs of more than 500 universities and colleges nationwide.
The entire process was carried out entirely online, from registration, fee payment, virtual filtering and admission confirmation, with no errors from the general system. As for the Northern group (chaired by Hanoi University of Science and Technology), which organized the general admission exam for 65 training institutions, the initial admission exam software was overloaded due to the large amount of calculations. The Ministry of Education and Training requested to extend the nationwide virtual filtering time by 2 days but still ensure the announcement of admission results on schedule (August 22).

The online registration system was opened from August 25 to September 2 (3 days longer than planned). The problems of organizing early admission and dividing the quota between admission methods and combinations in previous years have been basically resolved.
The entire admission process is transparent, there is no longer an unreasonable difference in benchmark scores between admission methods and combinations for the same major and school.

As of September 2, the number of candidates who completed admission confirmation was 625,477 (an increase of 13.82% compared to 2024); of which the university sector alone was 613,335, equivalent to 52.87% of the total number of candidates taking the high school graduation exam (in 2024 it was 51.3%). The number of training institutions recruiting less than 30% of the target was only 6.5% (in 2024 it was 16.4%).
In the first round of admissions this year, 16 schools determined incorrect criteria, resulting in more than 1,000 candidates being affected, the software could not handle it, and had to be processed manually. Up to now, these errors have been corrected, ensuring the rights of candidates.
At the conference, Mr. Thao raised a number of issues that needed to be discussed. This year, there are 17 admission methods, but the admission method based on academic records accounts for 42% of the admitted candidates. Meanwhile, the admission method based on high school graduation exam scores accounts for over 39% of the admitted candidates. So should the admission method based on academic records be maintained in the first round or not?

The second problem is that the number of registered wishes is too large, 7.6 million wishes. It is time to control the number of registered wishes/candidate to increase the responsibility of candidates.
Statistics show that nearly 40% of candidates register for 5 wishes; nearly 31% of candidates register for 10 wishes; from over 10 wishes to under 20 wishes, nearly 30% of candidates register for over 10 wishes; over 20 wishes, 6.7% of candidates register for over 20 wishes. The issue of bonus points also needs to be reconsidered.
