The Ministry of Education and Training issued regulations on standards for promoting teachers' professional titles.

The Ministry of Education and Training has just issued Circular 13/2024/TT-BGDDT stipulating standards and conditions for considering promotion of professional titles of preschool teachers, public primary and secondary school teachers, and university preparatory teachers.

This Circular replaces Circular 34/2021/TT-BGDDT of the Ministry of Education and Training issued in 2021. Accordingly, Circular 13 has a number of new regulations and adjustments compared to Circular 34.

Specifically, there are no regulations on standards and conditions for promotion exams because the Government has abolished the promotion exam format; there are no regulations on the content, format and determination of successful candidates in the promotion exam because the Government has detailed regulations in Decree No. 85/2023/ND-CP.

The new Circular also provides specific regulations on standards and conditions for registration for promotion to grade II and grade I for preschool teachers, general education teachers, and university preparatory teachers.

At the request of the Government, to ensure the requirement of improving the quality of the team, the Ministry of Education and Training stipulates additional standards and conditions such as:

Regarding the quality classification standards during the working period: During the time holding the professional title of grade III teacher or equivalent, there are 2 years (for preschool) and 3 years (for general education, university preparation) of work immediately before the year of consideration for promotion to the professional title with quality classified at the level of "Completing tasks well" or higher.

During the time holding the professional title of Grade II teacher or equivalent, the 5 years prior to the year of consideration for promotion to the professional title must be classified as "Good completion of tasks" or higher, of which at least 2 years must be classified as "Excellent completion of tasks".

The Ministry of Education and Training said that, according to the guidance of the Ministry of Home Affairs on determining the structure of professional titles of civil servants in Official Dispatch No. 64/BNV-CCVC dated January 5, 2024, for public service units that partially self-insure regular expenses and public service units whose regular expenses are guaranteed by the state budget, the maximum proportion of professional titles of grade I must not exceed 10%, the maximum proportion of professional titles of grade II and equivalent must not exceed 50%.

Therefore, the quality classification standards in the Circular are consistent with the requirements on the structure of professional titles according to the guidance of the Ministry of Home Affairs, ensuring the selection of worthy teachers, whose contributions are recognized and who have made efforts to develop their careers during the time of holding the rank.

Regarding emulation titles and commendation achievements in the standards and conditions of professional and technical competence to register for consideration for grade I: are emulation titles and commendation achievements achieved during the time holding grade II.

According to the Ministry of Education and Training, this regulation is to ensure that one emulation title and achievement cannot be used simultaneously in two promotions from grade III to grade II and from grade II to grade I; at the same time, to ensure that teachers continue to make efforts and strive throughout the time they hold the rank.

This Circular takes effect from December 15, 2024.
