Speaking with Tien Phong reporter, Associate Professor Dr. Nguyen Thu Thuy, Director of the Department of Higher Education, Ministry of Education and Training, said that the Ministry of Education and Training has made a decision on new points and amendments in the Circular amending and supplementing a number of articles of the Regulations on university and college admissions for Preschool Education.

Accordingly, the Ministry of Education and Training decided to completely eliminate early admission (only direct admission according to regulations) from the 2025 admission season. If using high school academic results (transcripts) for admission, the results of the entire 12th grade year must be used.

Another new point is that training institutions must convert the equivalent admission scores between admission methods and admission combinations. Schools can convert the results of foreign language certificates (according to the list of the High School Graduation Exam Regulations) into foreign language scores for admission.

Each candidate's bonus points do not exceed 10% of the maximum score (this bonus point is after adding regional priority points and subject priority points), and at the same time, the candidate's total admission score does not exceed the maximum score.

In addition, in the new Regulation, the Ministry of Education and Training also removed the requirement that each training program/major only have a maximum of 4 admission combinations.

Also according to Associate Professor, Dr. Nguyen Thu Thuy, in the Circular amending and supplementing a number of articles of the Regulations on university and college admissions in Early Childhood Education, it is stipulated that from 2026, common subjects between admission groups will account for at least 50% of the admission score. Previously, in the Draft Circular issued in November 2024, the Ministry of Education and Training stipulated that early admission is limited to about 20%. However, after receiving opinions from experts, the Ministry of Education and Training decided to eliminate early admission.

Associate Professor Dr. Nguyen Thu Thuy analyzed that in the past, universities often reserved too many quotas for early admission, while there was no analysis, basis and scientific evidence to ensure fairness between admission methods and combinations for a training program.

Most experts believe that early admission should not be organized, because all of the candidates' wishes must eventually be entered into the general admission support system of the Ministry of Education and Training. Candidates can only be admitted to one single wish, the highest possible within their capacity, regardless of whether they participate in early admission or not.

Another reason is that early admission puts a burden on schools in terms of resources, and is also a burden on candidates as they have to apply with great difficulty to many different schools to increase their chances, even though that chance is still available to them during the general admission round, when they are given an unlimited number of wishes.

Regarding the change in the admission and passing scores of candidates must be converted to equivalent scores between methods and admission combinations, and schools will take scores from high to low, Associate Professor Dr. Nguyen Thu Thuy said this is to ensure fairness between methods and admission combinations.
