New apparatus of Vietnam Social Security

(NLDO) - Vietnam Social Security officially applies a new organizational structure with 14 central consulting units, reducing 7 focal points after the rearrangement.


According to Decision No. 391 issued by the Minister of Finance , Vietnam Social Security (VSS) has restructured its organization to streamline and improve operational efficiency.

Vietnam Social Security Headquarters

Regarding the organizational structure, Vietnam Social Security is organized from central to local levels according to a 3-level system. Vietnam Social Security has 14 central advisory units, a reduction of 7 units compared to before the reorganization, including:

Social Insurance Policy Implementation Board, Health Insurance Policy Implementation Board, Collection Management and Participant Development Board, Fund Investment Management Board, Internal Audit Board, Legal Board, Finance and Accounting Board, Personnel Organization Board, Propaganda and Participant Support Board, Vietnam Social Insurance Inspectorate, Vietnam Social Insurance Office, Information Technology and Digital Transformation Center, Archive Center, Electronic Social Insurance and Health Insurance Payment Control Center.

Units from the Social Insurance Policy Implementation Board to the Vietnam Social Insurance Office are professional units, assisting the Director of Vietnam Social Insurance; the Centers are affiliated public service units.

Regional level: Vietnam Social Security is organized into 35 regions, instead of 63 provinces/cities as before. Each regional Social Security has its own legal status, seal and account, and is organized with an average of no more than 10 staff offices.

District level: Social insurance of districts, towns, cities under the province and inter-district social insurance (generally called district-level social insurance) under regional social insurance. The number of district-level social insurance units is not more than 350 units and there is no internal organization.

This restructuring aims to streamline the apparatus and improve the effectiveness and efficiency of Vietnam Social Security in implementing social insurance, health insurance and unemployment insurance policies and regimes.
