Streamlining the apparatus

Thang Binh district currently has 11 specialized agencies including: Office of the People's Council and People's Committee of the district, District Inspectorate, Department of Internal Affairs, Department of Justice, Department of Culture and Information, Department of Education and Training, Department of Labor, Invalids and Social Affairs, Department of Finance and Planning, Department of Agriculture and Rural Development, Department of Economy and Infrastructure, Department of Natural Resources and Environment; in addition, there are 4 public service units including: Center for Agricultural Technology, Center for Culture, Information and Communication, Center for Land Fund Development and Industry - Services, Project Management Board - Urban. Accordingly, a total of 105 civil servant positions and 61 public employee positions are assigned.

According to the project, for specialized agencies, Thang Binh district will merge the Department of Labor, Invalids and Social Affairs into the Department of Home Affairs to form the Department of Home Affairs; merge the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment to form the Department of Agriculture and Environment; establish the Department of Economy, Infrastructure and Urban Areas, tentatively called the Department of Economy, Infrastructure and Urban Areas of Thang Binh district; establish the Department of Culture, Science and Information.

Receive and transfer the functions and tasks of the District People's Council & People's Committee Office, Department of Education and Training, Department of Finance and Planning. Maintain the functions, tasks and names of the two agencies of the District Inspectorate and the District Justice Department.

Regarding mass associations, for now, we will maintain the 9 associations assigned by the Party and State, and at the same time, we will research and review to arrange the associations in the coming time appropriately.

Mr. Nguyen Dinh Hong - Head of the Department of Internal Affairs of Thang Binh district, representative of the unit drafting the project, said that after the arrangement and consolidation, Thang Binh district has 9 professional agencies under the district People's Committee, reducing 2 agencies. The time to implement the arrangement and consolidation of professional agencies and public service units under the district People's Committee is to be completed before February 20, 2025.

Need to increase staff at the arrangement agency

At the conference, delegates said that the arrangement and consolidation of specialized agencies, public service units under the People's Committee of Thang Binh district and associations assigned by the Party and State had been agreed upon from the Central to the local level, so it was convenient for implementation. The names of the departments after the merger were also consistent with the province's orientation.

Mr. Nguyen Huu Hiep - Chairman of the Association for Promotion of Education of Thang Binh district said that the district does not have ethnic minorities, so he proposed to remove the management of ethnic affairs from the functions and tasks of the district's Department of Internal Affairs.

Ms. Tran Thi Kim Hien - Head of the Advisory Board for Democracy - Law and Religion, Vietnam Fatherland Front Committee of Thang Binh district said that the Office of the People's Council and People's Committee of the district advises and helps the People's Committee of the district perform the function of state management of health .

However, when performing these functions, the Office of the District People's Council and People's Committee only has part-time specialists without medical expertise.

"To ensure and promote the assigned functions and tasks of state management of health, the Office of the District People's Council and People's Committee must have a staff member with expertise in health," said Ms. Tran Thi Kim Hien.

Ms. Nguyen Thi Thu - Deputy Head of the Economic and Infrastructure Department said that according to the draft project, the Economic and Infrastructure Department will receive two functions and tasks: inspecting and advising on handling administrative violations in the field of construction order, road and railway traffic from the District Urban Project Management Board; receiving the function of managing industrial clusters from the Center for Land Fund Development and Industry - Services.

Currently, the Economic and Infrastructure Department has 4 civil servants in charge, when receiving more tasks but not assigning people, it will be difficult. Ms. Nguyen Thi Thu proposed to assign one more staff to the department to carry out the task.

Mr. Nguyen Dinh Hong said that according to the project, in the immediate future, the number of deputy heads of the agencies after the reorganization may be higher than the regulations. The District People's Committee will develop a plan to reduce the number of deputy heads according to general regulations within 5 years (from the date the competent authority approves the project).

Regarding ethnic management, because Thang Binh district does not have enough 5,000 ethnic minorities, there is no ethnic and religious department like in the province (Department of Home Affairs), but in Thang Binh district there are ethnic minorities who are teachers and civil servants, so the Department of Home Affairs must have the function of managing ethnic affairs within the functions and tasks of the department.

Regarding the addition of staff to the agencies after the merger and consolidation, Mr. Nguyen Thanh Phong - Chairman of the Vietnam Fatherland Front Committee of Thang Binh district said that he will propose that the agency drafting the project consider adding and upgrading the deputy position from one person to two people out of the total 7 positions assigned to the Department of Culture, Science and Information and increase one quota of civil servants not holding leadership positions in the Department of Economics - Infrastructure and Urban Areas to facilitate the work. It is recommended that the drafting agency soon complete the project to be submitted at the 21st Session of the District People's Council, scheduled to take place on February 18, 2025.
